Thank you for your query.
It is not the case that anyone can check other people's driving licence details.
DVLA can release driver details to a third party with the informed consent of the data subject, although this release must be related to driver entitlement or road safety. The database is not, even with the consent of the applicant, used to verify an individual's identity to third parties.
Outside bodies may access driver data but only where DVLA is satisfied that legal powers allow this.
