3. Of those reports, how many parents assessed has Dr Bradbury
deemed to have a diagnosis of Borderline Personality Disorder?
4. Of those parents diagnosed with Borderline Personality Disorder,
how many children were returned to the care of their parents?
5. Of those parents diagnosed with Borderline Personality Disorder,
how many children were placed for adoption?

Further to your request for information please see below the Council's responses to your enquiries:
1. Dr Susan Bradbury has been carrying out Independent Expert Witness psychiatric assessments on NYCC cases since June 2009.
2. North Yorkshire County Council has jointly instructed Dr Susan Bradbury to prepare a report within court proceedings in five instances.
3. A borderline personality disorder was diagnosed in four out of the five cases.
4. No children were returned to the care of their parents.
5. One child was placed for adoption.
6. One child remained in long-term foster care under the permanence plan.
7. Two children were placed with kinship carers or other family and friends carers.
8. The Council considers this information to be exempt from disclosure under section 43(2) of the Freedom of Information Act 2000 (the Act) as disclosure of the information is likely to prejudice the commercial interests of both the Council and Dr Bradbury. Further we consider the information to be personal information and so exempt under section 40(2) of the Act. As the Council has been unable to seek Dr Bradbury's views on disclosure it is refusing to provide this information as it does not believe that it is in the public interest to disclose this information without having first sought the views of Dr Bradbury. Attached is the Council's appeals procedure for your information.

Please pass this on to the person who conducts Freedom of
Information reviews.
I am writing to request an internal review of North Yorkshire
County Council's handling of my FOI request 'Dr Susan Bradbury'.
NYCC have not provided accurate information to the above questions
as I am aware Dr Susan Bradbury has been involved in Independent
Expert Witness Assessments in 2005, and diagnosed a person with
Borderline Personality Disorder (I can provide the ICO with
docuemented proof of such a report).
Please answer the original questions again and provide me with
accurate responses to all questions.
The questions re Dr Bradburys fees and the database she is listed
with are reasonable questions, are not exempt and should be
answered under the Freedom Of Information Act. Should the
informatio not be provided to me in full I will refer the matter to
the Information Commissioners Office for investigation.

Complaint to Information Commissioners Office re this FOI as NYCC have knowingly provided inaccurate information in their original response. I can evidence that Dr Susan E Bradbury carried out assessments for NYCC in care proceedings in 2005 & also incorrectly diagnosed parents with Borderline Personality Disorder.
