Dear Sir/Madam ,

Thank you for your enquiry.

We can provide the birth certificate for Henry Askew whose GRO index
reference you have quoted.

Details on our charges and how to order follow below:

We provide certificates of birth, marriage, death, adoption, and
stillbirth; these certificates are certified copies of records held for
events which took place in England and Wales between 1837 and 18 months
prior to the present date.

Orders for certificates can be made online by post, phone or via the
register office where the event was registered. For more details see Our
Website
[1]http://www.direct.gov.uk/en/Governmentci...

You may wish to search our indexes yourself. If you are unsure what we
mean by indexes, see the information held on our website
[2]http://www.direct.gov.uk/en/Governmentci...

Some public libraries and other organisations hold full or part sets of
the GRO Indexes on microfiche .

You will also find the General Register Office Indexes on the internet at:
[3]http://freebmd.rootsweb.com/ a volunteer project hosted by Rootsweb.
The site contains over 163 million records and mainly covers the period
1837 - 1930. The Indexes are available to view free of charge.

[4]http://www.findmypast.com/HomeServlet this site is provided by Family
Research Link and operates on a "pay as you view" basis. It covers the
period 1837 up to 18 months ago and also overseas records. We only hold
records of births deaths and marriages at this office.

For records in Scotland or Northern Ireland, please visit their websites.

SCOTLAND [5]http://www.gro-scotland.gov.uk/contacts/...

NORTHERN IRELAND [6]http://www.groni.gov.uk/index.htm

If you are looking for an overseas record, we might be able to help you.
Please be aware that, because we are not automatically notified of events
that happen to British subjects overseas, our records are not exhaustive.

See Our Website for further information.
[7]http://www.direct.gov.uk/en/Governmentci...

The main sources for searching for records prior to 1837 are Church of
England parish registers and records of other faiths.

Please note that although we can help you to access many records for your
research, we do not offer the same services as a professional genealogist.

Regards,

Lesley Pittaway .

Dear Lesley Pittaway,

Thankyou for confirming that you can provide this birth
certificate.

Please be aware that I am requesting the information under the
terms of the Freedom of Information Act, and therefore if the cost
is below, I believe, £450, you are required by law to provide it
free of cost.

I would appreciate the information by return, or a clear indication
of the reason for this information being exempt.

I consider this email to be a clarification of the original
request, not a new request, and so the deadline for replying with
the information continues to be 18th September.

Yours sincerely,

AJP Henderson

Dear Sir or Madam,

Please pass this on to the person who conducts Freedom of
Information reviews.

I am writing to request an internal review of General Register
Office's handling of my FOI request 'Documents concerning Henry
Askew'.

In particular, there must be an assessment of the precise reasons
under the FOI Act why it was decided that a public record held by a
public body would be made available only for a fee, when the FOI
Act clearly states that this must be done free of charge if the
cost is reasonable.

A full history of my FOI request and all correspondence is
available on the Internet at this address:
http://www.whatdotheyknow.com/request/do...

Yours faithfully,

AJP Henderson

KRIS PENALVA left an annotation ( 3 November 2010)

It may be worth checking section 30 of the Births and Deaths Registration Act 1953, but also section 32 where it says...
"Every registrar shall at any time when his office is required to be open for the transaction of public business allow searches to be made in any
register of births or register of deaths in his keeping,....."
I cannot find any amendment that has changed this section, but it may be worth investigating further.
If the section still stands as written, any member of the public can search the index and then go to the registries and view the free information.
