Discrepancy in Numbers of SCR submitted to DCSF and OFSTED April 2007 - August 2009

Dear Sir or Madam,

On 9th August 2009 I submitted a FOI request to the DCSF requesting
the number of Serious Case Reviews reports
sent to the Child Protection Team of the DCSF from LAs in England
each year for the years 2004 - to date. I also sent a request to
OFSTED requesting the number of Serious Case Reviews reports sent
to the Ofsted National Business Unit from LAs in England each year
for the years 2004 - to date.

I was informed by both organisations that data from 2004 - 2007 was
not available, but a comparison of data available from both
departments for similar time periods (DCSF = 1st April 2007 - 9th
August 2009, OFSTED = 1st April 2007 - 26th August 2009), shows a
discrepancy between the numbers of SCR reported as being held by
the DCSF (121) and the number reported as being held by OFSTED
(291).

Since guidance here

stipulates that Copies of fully anonymised SCR reports (including
the executive summary and overview report, multi-agency action
plans, and individual management reports) should be sent to that
NBU at OFSTED, Child Protection Division and the Government Offices
Children & Learner Teams, I do not understand how the discrepancy
can have occured. Unless the remaining 170 (= 291 held by OFSTED -
121 held by DCSF) SCR which DCSF didn't appear to have were passed
to OFSTED in the period 09/08/09 - 26/08/09?

Please can you give the reason for this discrepancy.
