Disclosure of recycling disposal chain

Dear Sir or Madam,
As a local Council Tax payer charged with recycling my domestic
waste I wish you to advise me of the disposal chain of such waste
after its segregated collection from my address.
In specific terms I ask you to disclose;
1. The actions taken by counsel employees to maintain the integrity
of the segregation of waste
2. The actions the council take to ensure that segregated glass,
tins and paper materials are productively recycled and that the
cost of such recycling is economically viable.
3. The measures applied to benchmark the economic viability of
recycling undertaken
4. The percentage of waste segregated at the door step by the
resident which is co-mingled and sent out of the United Kingdom for
processing
5. The steps taken by the counsel to ensure that waste that is
disposed of outside the UK does not contribute to inviromental
and/or health problems in the country where it is ultimately
processed.

York CC replied with a technical "non-answer" basically they have a form filling exercise that moves the responsibility and tracking down the supply chain. The plain English position is that they have no idea
