provision of digital TV in preparation for analogue switch-off for
the residents of your council-run properties. I would like to know
what process is being used to establish the needs of residents,
costs to residents and services to be provided.

Wycombe District Council has been pro-active in this area for some while.
For a number of years whenever major roof works have needed to be carried
out to existing flatted accommodation, where we as a Landlord have a
responsibility to do so, these aerial systems have been upgraded to accept
digital signals. In addition, the Council's Mobile Homes site was upgraded
some years ago when the existing analogue system required replacement.
The Government timeline for delivering digital signals to cover our
District, as you may be aware, varies from 2011 to 2012, dependent upon the
signal source. However, it is our intention to develop a programme to
ensure that no home, where we have a responsibility to deliver a service,
fails to receive a digital service.
Funding will be a key issue for Wycombe and we are currently exploring
alternative methods of delivery; e.g. buying and installing through a
framework agreement such a Procure for Housing (of which we are a member)
or leasing the required systems from a company through a tender process.
Our tenants' representatives have been kept up to date with the current
position at Wycombe and there has been a presentation by Frances Kneller,
Head of Housing and Property for DigitalUK to our Members and the Chair of
the Tenants and Leaseholders Committee. Based upon her presentation and our
own research it has been decided to opt for an Integrated Reception System
which seems to offer the best ability to deliver choice for residents and
allow for future improvements in this area of activity.
A review of services and service charges is being undertaken within the
next 12 months. This will involve consultations (by letter and through
location-specific meetings) with tenants and leaseholders about the
services that are currently being delivered within their service charges,
including communal aerial systems, and seeking their views about changes in
order to tailor these better to their specific needs. Costs of the various
options, including digital services, will be explained at that time.
