Did HM Treasury seek to influence (in any way) the choice of coefficients to be used in estimating the impact of air pollution (e.g. in order to reduce the implied economic consequence of COMEAP's advice)?

Simon Birkett made this Freedom of Information request to Department of Health

The request was successful.

From: Simon Birkett

20 July 2009

Dear Sir or Madam,

What communications of any sort did the Department of Health (DoH)
and/or its related entities (such as the Health Protection Agency)
have with HM Treasury in connection with the advice published by
the Committee on Medical Effects of Air Pollutants (COMEAP) titled
'Long-Term Exposure to Air Pollution: Effects on Mortality' (which
was published on 18 June 2009) and/or on earlier draft versions of
the advice? See:

http://www.advisorybodies.doh.gov.uk/com...

The Campaign for Clean Air in London (CCAL) is particularly (but
not only) interested in any relevant communications that relate to
the coefficents for 'All-cause mortality', 'Cardio-pulmonary
mortality' and 'Lung Cancer mortality' and the economic
consequence(s) that might arise from the choice of (for example
higher or lower) coefficients.

CCAL wrote to the Secretary of State for Health on this general
subject in a letter dated 19 April 2009 (see below) that the DoH
helpfully replied to on 13 July 2009 (Your ref: DE00000425967).

I look forward to hearing from you.

With best wishes.

The Department of Health (DoH) replied to this request with another of the same date. The DoH confirmed that neither they nor the Health Protection Agency received any request for information on this matter from HM Treasury.
