Diagnostic Criteria and Standards of Care - Leeds GIS

To whom it may concern,

This request relates to the Trust's Gender Identity Service (GIS),
and makes reference to statements made on its website [
http://www.leedspft.nhs.uk/our_services/... ]. I would
be grateful if you could provide me with the following information.

1) The numerical designation and diagnostic criteria for Primary
Transsexualism in DSM-IV as used by the GIS.

2) The name, terms of reference, and contact details for Freedom of
Information purposes, for the "wider governance group" of which the
GIS and "most other UK NHS GISs" are part.

3) The nature, provider and most recent date of "Specialized
training ... in the assessment of the DSM-IV/ICD-10 Sexual
Disorders" for GIS clinicians as mandated by the WPATH Standards of
Care (SoC) by which the GIS states it abides.

4) The contents, dates of adoption, and dates for review, of any
guidance, policies or procedures adhered to by the GIS relating to
the diagnosis of Gender Identity Disorder, Gender Dysphoria,
Transsexualism or similar, including any documented exceptions to
the GIS' compliance with the WPATH SoC. Where these are already in
the public domain, titles will suffice.

5) Any and all documentation relating to the manner and timescale
of the GIS' adoption of Version 7 of the WPATH SoC. If there is no
current plan to adopt the new SoC, please state this clearly.

Dear Ms Field,

Thank you for providing some of the information requested.

Please provide the numerical designation of diagnoses requested in
question 1, confirm that the Trust does not hold this information,
or cite the exception to the Act under which this information is to
be withheld. (e.g. "Gender Identity Disorder in Children" is
designated 302.6 in DSM-IV - I am requesting the designation of
"Primary Transsexualism")

For the avoidance of doubt, the World Professional Association for
Transgender Health (WPATH) is the present name of the Harry
Benjamin International Gender Dysphoria Association (HBIGDA), the
name having been changed in 2006. All text cited in the request as
the WPATH Standards of Care (SoC) is from Version 6 of that
document - the last published under the HBIGDA name and, until the
release of Version 7 in Summer of 2011, the current version
maintained under the name of WPATH. Unless the Trust can confirm
that it operates under a previous version of the document or can
demonstrate exceptions under question 4, it is therefore reasonable
to assume that it abides by that text.

I would be grateful if you would revise your response to questions
3, 4, and 5, in light of this clarification in order to properly
fulfil the original request.
