Development of the former rugby ground
W Yates made this Freedom of Information request to Wigan Metropolitan Borough Council
The request was successful.
From: W Yates
4 July 2009
Dear Sir or Madam, As a resident of Glebe St Leigh I am most
concerned at the rapid decline of the area in general. Following
the demolition of the former rugby ground the site has been left in
a most unsatisfactory condition. It is now attracting all manner of
undesirable activities that includes fly tipping and scavenging.
There is also a huge mound of crushed bricks that is an arsenal of
ammunition for the local youth. What I wish to know is what are the
plans for the site in the immediate future.
Yours faithfully,
Wilf Yates.

More than twenty days have elapsed, yet I have had no reply to my

immediate plans regarding the former Leigh rugby ground. Under the
said act you are now breaking the law by not providing this
information. If I have not heard from you by the 14-08-2009 I shall
request an internal review.
Yours faithfully,
W Yates

Dear Mr Yates
Thanks for your email
I would like to apologise for the fact that you have not received a
response. Unfortunately, although I can see that your request appeared on
the What Do They Know website, we did not receive an email containing your
request from the site. I do not know why this happened, as we have received
and responded to a number of requests from What Do They Know in recent
weeks, and I have received this second email.
I will start work on your request now and provide a response as soon as
possible.
Regards
Tim Turner

Dear Mr Yates
I am emailing to respond to your FOI request to Wigan Council. I
apologise again for the fact that your request did not receive a
response. I will investigate the matter with our IT team to see whether
we can do anything to ensure that all emails from What Do They Know are
received in future.
The land in question is owned by Grundy Hill Estates Limited. A planning
permission for residential development has been obtained. However, as
the land is privately owned, we are not aware of any immediate plans by
the owner.
I hope the information is clear and answers your request. If you are
unhappy with any aspect of this response, an independent senior officer
will review this decision. Please let me know if you would like to
arrange this.
You can also complain to the Information Commissioner, who is the
regulator for Freedom of Information. His website is
www.informationcommissioner.gov.uk, and his helpline number is 01625

procedure if you choose to complain to his office now.
