Thank you for your e-mail of 8th May 2009.
Halton Borough Council will, of course, attempt to satisfy any eligible
request under the Freedom of Information Act 2000 but there will be a
fee payable, to cover the administration involved in obtaining the
information. The charge applicable would need to be paid, prior to work
commencing on any such request.
It should be noted that any accounts for individuals, and the addresses
of premises owned by such parties, will need to be excluded from any
information supplied. If it is considered that the work involved will
exceed the threshold provided under the Act, it will not be possible to
supply the information requested.
If you would like to proceed with this request, please do not hesitate
to contact me, in order to discuss the matter in further detail.

We have had extensive dealings with Mr Phil Murphy who has been without doubt the most difficult rating officer we have come across, and we are dealing with a lot.
My suggestion for reworking the request to make it easier and take less time to be action is to ask for the information on vacant properties with a rateable value over say £15,000. This will remove a large quantity and especially those in private ownership which take time in removing personal details.
As I'm sure you are aware commercial properties with a RV below £15,000 are exempt from empty rates at the moment.
Good luck, and don't be put off. You are doing a priceless job.
