Details of all properties that have any historic credit on their account

Dear Madam

Further to your request for information (reproduced below) could you
please provide some further clarification.

In particular could you please confirm what is meant by "historic credits
? Is this for 2009 and earlier, or something different?

Please note that the Council does not hold ownership information.. Its
records will show the occupier where the premises was occupied or the
person that Council understood was entitled to possession if it was empty
for the relevant period during which credit arose. Personal data where
applicable will be redacted.

Please can you provide me with the following information under the
Freedom Of Information Act 2000:-

(a) addresses and rateable values of all properties that have any
historic credit on their account

(b) the names and addresses of the owners of those properties
referred to in (a)
