Dear Ms Davies
Thank you for your request for information under the Freedom of
information Act 2000, where you requested the following information:
(a) addresses and rateable values of all properties that have any
historic credit on their account
(b) the names and addresses of the owners of those properties
referred to in (a)
I can confirm that the council does hold, in part, information relevant to
your request on a database for the purpose of the billing and collection
of Non Domestic Rates, however I regret that the information is not
currently held in a form that would allow the Council to respond to your
precise request and therefore is more difficult to locate, retrieve and
extract. I am therefore unable to fulfil your request.
You have requested details of the owners of the properties which have a
credit against them. I cannot be 100% certain that the names connected to
the property details are indeed the owner of the property and cannot
therefore extract this information. Each record would have to be
individually looked at and checked to establish whether the owner
information is held.
In addition the computer system we use is not able to differentiate
between individuals and companies and therefore it would be a further
manual exercise to look at each record in order to determine whether that
owner was a company or individual. Where owner information exists we would
then need to ensure that no personal data is revealed in accordance with
section (1) (1) of the Data Protection Act 1998. Any such data which is
held will be exempt under section 40 of the Freedom of Information Act in
respect of Data Protection. The process of checking each record and the
sifting out of personal data and establishing owner details would take us
well in excess of the statutory costs limit in the Freedom of Information
Act 2000 of £450.00 therefore you request is refused.
