Dear Natalie Davis
Please find enclosed a spreadsheet which details addresses and rateable
values of all properties that have an historic credit on their account.
Our records hold the Ratepayers details, who is not always the owner of
the property. Therefore, instead of providing the owners details I have
provided the Ratepayers details, these are either the owners of the
property or the tenant.
I confirm that our records contain addresses of properties which are owned
by individuals as sole traders or in partnership. However, I am afraid
that we cannot disclose the details of these properties to you as this is
personal information about third parties and providing it to you would
breach data protection rules. The Freedom of Information Act says (in
section 40 (2)) that an authority does not have to provide information
about third parties, if to do so would breach data protection principles.
I have however, provided information for "Incorporated Companies"
I hope that this answers your question satisfactorily, but if you are
unhappy with the reply you have received, I attach a link to the Council's
Complaints Procedure, which is the means by which you may request the
Council to review it.

Alternatively a printed copy of the Comments and Complaints Leaflet is
available if you wish.
If, following a review you are still dissatisfied, you can ask the
Information Commissioner to decide whether your request for information
has been dealt with in accordance with the legislation. The address is:
