Dear Sir or Madam,
I am looking for detailed performance figures for stamped 1st and
2nd class mail from the Post Office.
I realise that the Post Office publishes against performance
against standards on its own website, but I'm wondering whether you
also gather anything more detailed?
In particular, I am looking for figures that show "% mail delivered
on day 1", "% on day 2, "% on day 3", and so on for 1st and 2nd
class mail, standard stamped deliveries from postboxes. (Royal
Mail's published figures of "% delivered on target" does not give
sufficient accuracy, as it does not show how long the mail actually
took to arrive).
Please could you forward me all detailed performance reports that
you used to monitor recent Royal Mail performance for 1st and 2nd
class standard mail. (i.e. all reports with data over and above
what Royal Mail has published on its own website).

Dear Mr McNally,
Thank you for your email in which you request performance figures for 1st and 2nd class mail from the Post Office, and detailed performance reports used to monitor Royal Mail’s performance for 1st and 2nd class standard mail. Your request had been dealt with under the Freedom of Information Act 2000.
Postcomm does not hold detailed performance figures for the Post Office, and so does not hold the information you have requested. You will therefore find it useful to approach Post Office Limited directly for this information.
Reports on Royal Mail’s performance are information obtained by Postcomm by virtue of the Postal Services Act 2000, and are thus confidential information for the purposes of Schedule 7 to that Act, which prohibits disclosure of such confidential information that relates to the affairs of a particular business. The information contained in these reports is exempt from release under section 44(1)(a) of the Freedom of Information Act. This states that information is exempt if its disclosure is prohibited under any enactment. The information contained in the report was obtained by virtue of the Act, relates to the affairs of Royal Mail and, as such, disclosure is prohibited. The section 44 FOIA exemption is absolute.
If you are unhappy with the service you have received in relation to your request and wish to make a complaint or request a review of our decision, you should write to the Director of Resources, Colin Sharples, requesting an Internal Review. Thank you for your response.
I understand that you do not have the exact report that I was
looking for; however, in paragraph 3 of your response you do
mention some other reports that you are not allowed to give me.
Please could you send me a full list and description of these
reports, and how it is different from the figures that Royal Mail
publishes itself? I would like to confirm what data you actually
hold.

Thank you for your email.
All of the performance reporting requirements on Royal Mail are set out in full in its licence. Royal Mail are required to submit written quarterly reports on its performance in respect of each of the scheduled services relative to each of the corresponding scheduled standards.
