Dear Department for Communities and Local Government,
According to the documents "specification v6.doc" and "090804
Research Contract ANS020355.pdf" disclosed on 11 December via a
Freedom of Information request, the Department for Communities and
Local Government procured (through the Business Strategy Framework
Agreement A217835) the following deliverables from Tribal
Consulting for approximately £218,237.50:
* Interim report on high level spend count, including initial spend
pathway map (due early August)
* Report on high level spend count to include: Pilot areas
experience of conducting the high level spend, First draft of spend
count guidelines, High level spend pathway map (due early
September)
* Interim deep dive reports with initial spend pathway maps for
several of the service themes (due end September)
* Final set of deep dive reports, including spend pathway maps for
6 - 8 service themes (due end October)
* Final draft of spend count guidelines ("later")

These all look like very interesting documents. However, after
scouring every link on the Total Place website, I can find no trace
of any of them.
Please can you either put these documents up on your website, or

Dear Jonathan Rhind,
Freedom of Information request: F0003528
Thank you for your reply to my FOI request for the sets of deep
dive reports (due end October 2009) referred to in the Invitation
to Tender that I believe was agreed with Tribal Consulting.
From the reply:
"A summary of the local spend count figures is provided as the
local pilots have already released this. Other deliverables from
the contract cannot be developed until the deep dive reports have
been submitted by the pilots."
"Further information is being withheld under Section 22
(Information intended for future publication) of the Freedom of
Information Act as it is scheduled for publication."
I am unable to determine what this means, as my request was for
clearly defined sets of reports that I believed were to be
delivered by Tribal Consulting on set dates (early August, early
September, end September, and end October).
Were these reports delivered on the dates set out in the contract?
Do you hold copies of them?
If I have misinterpreted the contract documents that I have seen,
what exactly are Tribal Consulting's deliverables and on what
dates?
Are the plans for future publication of these reports (and the
information contained) expressed anywhere on the total place
website (for example, in the future Events section)? Is there a
Publication Scheme for this project?
I must add that, knowing what I know about obtaining and expressing
information about the disorganized, murky and unaccountable
budgetary process in the UK, this project, with its surprising and
unnecessary level of secrecy, is starting to seem like an
electioneering stunt (where the "deep dives" are recycled into
political speeches), rather than something intended to succeed at
its essential aims.
I hope information will be disclosed that can allay this suspicion.

Dear Julian Todd,
Thank you for your follow-up email regarding FoI query: F0003528
requesting release of documents specified under the Tribal Spend Count and
Deep Dive project contribution to the Total Place initiative.
The subject line of your latest email on this topic includes the wording
'internal review', but it is not clear whether this is the way you wish to
proceed immediately. Your email also poses several questions. prior to
passing to internal review I have attempted to answer your questions. If
you are still dissatisfied then please feel free to following-up these
questions with me or confirm a formal internal inquiry request.
Question 1: Were these reports delivered on the dates set out in the
contract?
No, these reports were not delivered on the dates set out in the contract.
The Spend Count and Deep Dive contract with Tribal Consulting has been
changed to reflect that the pilots have taken on responsibility for
producing the spend count and deep dive information.
Question 2: Do you hold copies of them (the reports)?
No, we do not hold copies of any of these reports as they have not been
produced. Total Place is a locally led initiative where the pilots are
given an opportunity to develop innovate solutions. In line with this the
pilots now lead on and compile the information that will be fed into the
final reports. Tribal Consulting's role has been modified from working
with the pilots to consolidating and analysing information submitted by
the pilots. Tribal Consulting are also assisting the Department with the
Durham pilot deep dive on Housing for Regeneration. The only deliverables
from this contract that the Department has are the high level spend counts
which it received an update for in December. A summary of this data was
previously released.
Question 3: Are the plans for future publication of these reports (and the
information contained) expressed anywhere on the Total Place website (for
example, in the future Events section)?
The pilots will submit their final reports to the Department in February.
We will consolidate this into advice for Ministers and produce a formal
research publication. Research publications would initially be released
through the Department's web site rather than the Total Place website. The
Total Place web site, managed by the Leadership Centre, would be able to
link to the research report on the Department's web site. No exact date
has been set for the publication, but guidance recommends publication
within 3 months of completion of the research. Once we have a publication
date I will ensure you are informed of it.

Question 4: What exactly are Tribal Consulting's deliverables and on what
dates?
The deliverables of the Tribal Consulting contract have been changed to
those listed below. Delivery dates have been pushed back and are still to
be finalised, but supporting material will need to be consolidated for the
budget. We therefore anticipate concurrent or near concurrent delivery
of the following deliverables in Spring. I will ensure you are informed of
the delivery date when it is formalised:
1. In support of the Durham pilot deep dive on Housing for Regeneration a
review of the Departments Housing programmes.
2. How to guide on conducting a review of Programmes
3. Programme set-up proforma to ensure effective targeting of activity
and avoid duplication across Department and government.
4. A final research report bringing together the analysis from various
Total Place initiative research projects including a) Spend Count and
Deep Dive project, b)the Customer Insight review and c) the Deep Dive
findings from the pilots.
Question / Comment 5: The project has a surprising and unnecessary level
of secrecy, is starting to seem like an electioneering stunt (where the
"deep dives" are recycled into political speeches), rather than something
intended to succeed at its essential aims.
The Total Place initiative seeks in a very short period of time to develop
innovative proposals that deliver better, more efficient, citizen centric
solutions. The Department believes and supports a locally led approach as
the best way to identify barriers and through co-design with Central
Government, propose solutions for improving services. Formal reporting has
been kept to a minimum to reduce the burden on the local pilots. This has
led to a significant re-design, pushing back work, of the Tribal
Consulting Spend Counting and Deep Dive contract. Reports will now be
produced and subsequently published following the submission of the
pilots' proposals.
It is acknowledged that some emerging ideas have made it into press. Being
locally led the pilots may release emerging findings when they wish. The
Department has released information where it believes this to be final,
but has purposely taken a cautious line. Should transitional information
later be proved incorrect there is a risk that confidence in the
initiative would be undermined.
