Dear Cambridgeshire County Council,

I would like to request a copy of the Fujitsu Oracle database
system that is used to store the County Council accounts, in an
appropriate electronic format. It is not necessary to include any
records of:

- individual citizen's council tax records -- just the sums of
council tax received from the county as a whole.

- individual council worker's details -- but sum salary by
department.

I would also like to request the absolute size of the Fujitsu
Oracle database system were it to be backed up and released in the
form of portable media such as hard disks or DVDs.

I'm not sure the County will agree to this as it will be difficult to split out personally identifiable data. For example the way Oracle works is that Employees become suppliers when they are paid expenses so the supplier records in the database will contain the name, address, and contact details of every Council employee that has ever claimed expenses.

Not to mention Bank Details, Credit Card Numbers, etc.

You will get more meaningful data back if you request everything from the following tables; GL_JE_LINES, Gl_SETS_OF_BOOKS, GL_JE_HEADERS, FND_USER(*), GL_JE_BATCHES, GL_CODE_COMBINATIONS, FND_FLEX_VALUES, FND_FLEX_VALUES_TL, AP_INVOICES_ALL, AP_INVOICE_DISTRIBUTIONS_ALL, PO_DISTRIBUTIONS_ALL, PO_HEADERS_ALL, PO_VENDORS(*), and PO_VENDOR_SITES_ALL(*).

*- These would probably be anonymised removing employee details and bank details.

Dear FOI,

I would like clarify my request above by making a more specific
request for the data from the Fujitsu Oracle database system that
is used to store the County Council accounts, if that is possible.

I would like to request everything from the following tables in the
Fujitsu Oracle database system;

GL_JE_LINES, Gl_SETS_OF_BOOKS, GL_JE_HEADERS, FND_USER(*),
GL_JE_BATCHES, GL_CODE_COMBINATIONS, FND_FLEX_VALUES,
FND_FLEX_VALUES_TL, AP_INVOICES_ALL, AP_INVOICE_DISTRIBUTIONS_ALL,
PO_DISTRIBUTIONS_ALL, PO_HEADERS_ALL, PO_VENDORS(*), and
PO_VENDOR_SITES_ALL(*).

*- These would probably be anonymised removing employee details and
bank details.

Please could you let me know if any further, more specific
instructions are required or if it would be easier if I made a new
FOI request for this data, rather than clarify this existing one.

Cambridgeshire County Council treat any revised requests as new requests

The council state they do have the information I requests, but reject my request on the grounds that:

"to provide you with all the information you have requested will exceed the appropriate limit and we are refusing your request on these grounds, under section 12(2) of the Act.

The appropriate limit is specified in regulations and for local government is set at £450 as specified by
The Freedom of Information and Data Protection (Appropriate Limit and Fees) Regulations 2004."
