Dear Sir or Madam,
I would like to make a request for some information from the most
recent UK census. What I would like to know is, for each first name
/ surname combination, what the incidence of that name combination
in the UK population is.
What I would envisage in terms of a reply is a table with three
columns: First name, Surname, and in the third column, the number
of people found during the census with that first name and surname
combination. An Excel spreadsheet would be an ideal format, but csv
or similar will be acceptable if that is not possible.

Dear Susan,
thank you for your email requesting information from the most recent
Census.
Firstly please let me apologise for the delay in responding to your
request.
I have passed your request onto our Census Customer Services team they have
advised me that they would be unable to provide the information you have
requested through their customer commissioned tables service as the 2001
Census White Paper and other confidentiality assurances quite clearly
stated that names and addresses would not be recorded or stored on the
output database from which the statistics were to be prepared.
Therefore we cannot now retrospectively produce or release publicly any
information relating to named individuals (either singly or collectively)
from the census before the 100 year closure.
Such analyses as is requested below have however been done from birth
registration records (which are, of course, in the public domain) and
available from teh General Registrars Office, which is now part of the
Immigration and Passport Service (IPS) within the Home Office.

Susan,
apologies for the delay in responding, I have been away on leave.
As this analysis has not been run we do not consider that we "hold" this
information, thus no exemption is necessary.
If though we were to have run this report and did actually have this
information we would consider that it is exempt under S44(1)(a)
(prohibitions on disclosure) as this information would be "personal data"
and thus our use of it is restricted by S39 of the Statistics and
Registration Services Act.
As I previously said the IPS should be able to produce this information for
you as they are not contrained by the same legislation as ONS,
