Please provide details of the methods used (from 1997 until now) to
calculate the relative shares of the common duties to be paid to
the Isle of Man Treasury in accordance with Section 2(2) of the
Isle of Man Act 1979 and the Customs and Excise Agreement.
Please also provide details of any revised arrangements which are
proposed to enter into force in the next two years.

Dear Mr Williams,
thank you for your email of 27 November.
A reply to your FOI request was sent on 27 November at 15:51pm.
Your original request was dated 29 October at 22:28. As the request was received after 5.00pm it is logged as being received on the next working day 30th October. The 20th day under the FOI Act would then fall to 27 November.
Could you please let me know if you still require an internal review on this request?

Dear Ms Adams,
The Act requires the public authority to reply promptly in any
case, and I'd therefore like an internal review into why it took a
full 20 days, even by your calculation, for a response that states
this is not an area managed by your department.
I would also like a review of your statement that HM Treasury does
not hold this information: I strongly believe this to be incorrect
as in the recent past you have supplied some of this information to
me in a different FoI request. Even if HMRC is the lead department
on this question it does not therefore follow that HMT would not
hold any documentation on the financial flows involved or the
underlying policy.

Dear Ms Adams,
I do not believe you have addressed the first point I asked to be
reviewed. The relevant statute states that the response should be
prompt and in no more than 20 working days - this is not the same
as after 20 working days. Given the nature of the response, I wish
there to be a review into why it took the full permitted time
period to respond.
