Dear Sir or Madam,

I would like request your criteria for determining how pre-approved
slots are allocated to immigration application representatives at
the Croydon Public Enquiries Office.

Given that companies with many more slots than others are given
quite a competitive advantage in the market, I am sure you have
procedures to ensure your decisions are not anti-competitive.

What guidelines do you use to ensure that representatives are
treated equally when it comes to pre-approved slots? What criteria
enables one company to obtain multiple slots on multiple days of
the week, and other companies only one slot a week?

Basically, what is the process and what are the rules you follow.

Dear Hussain Isra,

I have attached the original request below. Please note that this
request has been bounced around for almost 5 months now.

During this period I have collected data from my day-to-day
experiences at the PEO which suggest a relationship between ex-Home
Office caseworkers and the allocation of slots to the private
companies they join, and the request below will establish whether
or not there are satisfactory procedures in place to ensure
fairness.

Judging by the run-around I am getting, I suspect there is no
process to ensure fairness, and my data is accurate. Please review
the request below once again. I will forward the run-around emails,
your final response, and my report to my local Conservative MP
shortly.

Dear Mr Walton,
Further to your e mail of 7 February, firstly may I apologise for the
delay in resolving your enquiry. Having reviewed the complete
correspondence on the Whatdotheyknow.com website I can see that the
confusion arose because your original request was answered as a general
enquiry by our Public Enquiries Section and not under the Freedom of
Information Act. This explains why my FOI team could not find your
request on our system when your request for an internal review arrived.

In order to address this situation, I propose to put your original query
through myself now as an FOI request and you should receive a response
in 20 working days.
