Dear Sir or Madam,
Thank you for responding to my FOI request. I appreciate that the
vast majority of information has been provided and this is
insightful.
However, Please pass this on to the person who conducts Freedom of
Information reviews.
I am writing to request an internal review of Thames Valley
Police's handling of my FOI request 'Crime in Priestwood & Garth'.
A full history of my FOI request and all correspondence is
available on the Internet at this address:
http://www.whatdotheyknow.com/request/cr...
Part of the FOI request was for the road name on which the crime
was committed "3. Road name on
which the crime took place."
This information has not been provided. The first part of the
postcode has been given, which of course is consistent for the area
(RG42). I believe this is contrary to the Freedom of Information
Act, as the information requested has been withheld without
explaining what exemption is being applied and why. Furthermore as
I presume this would be a qualified exemption under Section 40, the
public interest test should be invoked.
I do not believe that providing the road name on which a crime was
committed is classed as personal data. Had I asked for the name of
the caller or address of the caller, I could understand. However
the street on which the crime is committed may or may not reflect
the location of the informant. It is perfectly reasonable for the
public to know on what streets there are persistent problems and
what the Police response to those are.
Yours faithfully,
Dr K J Hamer

Dear Mr/Ms Hopgood,
Thanks you for your email.
I am concerned by your statement that "every effort will be made to
have a response to you by the 4th September 2009". As you know,
this is the statutory maximum time by which a response must be
given.
Furthermore, FOI Good Practice Advice No. 5 advises that: "the
Commissioner considers that a reasonable time for completing an
internal review is 20 working days from the date of the request for
review. There may be a small number of cases which involve
exceptional circumstances where it may be reasonable to take
longer. In those circumstances, the public authority should, as a
matter of good practice,
notify the requester and explain why more time is needed."
I do not understand why this Internal Review would be considered an
exceptional case, nor why the review should take twice the time
expected by the Information Commissioner for such reviews.
I would be grateful if you could advise me on the above.
Yours sincerely,
Dr K J Hamer

I write in connection with your request for information originally
received by Thames Valley Police 8^th June 2009, relating to statistics on
the crime mapping site for Priestwood and Garth.
As a result of our discussions with the Information Commissioner's Office
we find it is no longer necessary to refuse part 3 of your request for the
street name where the anti-social behaviour occurred or engage the
exemptions previously applied.
Accordingly, I have attached the requested information detailing the
street names.
Please contact me quoting the above reference number if you would like to
discuss this matter further and may I take this opportunity to thank you
for your interest in Thames Valley Police.
