What is the operating budget of the Commissioners for the Reduction
of the National debt.
I would also like to know how many different creditors have
contributed to the National Debt.
What in % terms of Gross Domestic Product is the level of National
Debt per year since 1997.

Further to our acknowledgment on 19 August 2009, I would just like to
make clear that under the FoI Act, we consider section 1(3) to apply and
that to that effect we are seeking to clarify with you that given that
you originally sent this request through the whatdotheyknow website in
May 2008 and that their website has only in the past few days (19th
August 2009 at 17:40) sent this request to us here at the DMO at the
correct address, whether this is the information that you still seek?
We would be grateful, so that no confusion can result, if you do wish to
make an FoI request that you do so separately and afresh through the
website, starting a new thread or you contact us directly at

I feel that asking if a requestor still wants the information is a very unusual clarification request and I cannot see how section 1(3) of the Freedom of Information Act applies to such circumstances.
Section 1(3) of the act makes clear that clarifications can be asked for if a body "reasonably requires further information in order to identify and locate the information requested". That does not appear to me to be the case here.

Information Commissioner's advisors have been consulted and agree that
using Section 1(3) was appropriate in this case. They recommend that
anyone can contact them directly if there are any questions about
interpretation of the Act or the Commissioner's views.
We look forward to knowing whether Mr Manderson still requires the
information requested over a year ago and will respond accordingly under
the Freedom of Information Act 2000. For information about CRND and the
