In response to a question about cashless parking from Cllr Glenys
Roberts, Danny Chalkley is quoted as saying:

"I’m afraid that we are moving to cashless parking. The decision
has been taken. In those areas where it has already been rolled out
very successfully we have seen an increase in cash generated from
this. This is Council taxpayers money which would otherwise have
been siphoned off by members of the Albanian mafia. So, I’m afraid
I can’t give the assurance that we are now going to reverse that
step. We have a Communications Plan that we will be rolling out in
advance of the extension of the scheme to other parts of the City.
"

Can I ask on what evidence Cllr Chalkley attributes the 'siphoning'
of council taxpayers cash to the Albanian Mafia?

Has anyone other than Albanians been arrested for taking money from
cash meters?

Can I ask if the Council considers this comment inflammatory at
best and perhaps racist at the extreme and does this breach any
code of conduct?

Lastly, Cllr Chalkley states there is a Communications Plan for the
extension scheme to other parts of the City, can we have this plan
he refers to in the document please?

This may be a side topic, but I am curious as to what statutory power gives Westminster Council the right to refuse the Queen's currency for parking transactions. I thought that cash sterling was legal tender. Can we pay our fines in groats? Will Westminster accept barrels of fudge as payment?

There is a legal and practical issue being explored here. It is burdensome for casual visitors having no prior expectation of this process to have to set up a text account to park, and stressful knowing that wardens are patrolling and ready to pounce on anyone not already paid up. So the question here is what consideration did Westminster give to the needs of non-resident visitors before deciding (seemingly unilaterally) to roll out this system?

Given the lack of public phone boxes these days, what is the Council's practical advice to drivers with no mobile phone or if they have one an expiry of PAYG credit on it, or with battery depleted at the necessary moment? I am unaware of any law requiring drivers to possess a working texting phone when within the boundaries of Westminster.

Finally, what consultation with non-resident customers preceded Westminster's introduction of this system, and what form did it take?
