Dear Reading Borough Council,

I would like to request a complete list of suppliers/contractors
and consultants that have been used over the past year when
procuring IT Software and the total spend on IT Software during the
past financial year.

Also could you break this Software spend down
to show which department uses which application.

Please also provide details of IT Contracts Managers and any
person(s) involved in IT Software procurement.

Mr Fitzsimons,

Thank you for your recent FOI Request to Reading Borough Council.

Following discussion with our ICT Security Manager we have some major
concerns disclosing full use of software to department level due to the
security threat this may pose to the Council.

To declare what software is used by what department (and other similar
questions) is to allow an unknown party to build up a profile of Reading
Borough Council's internal IT software structure which could be used for
malicious intent. The "hacking world out there" is constantly engineering
and exploiting vulnerabilities in software applications and we do not
consider declaring our software applications and use to an unknown
questioner to be a particularly low risk as it is not stated to what use
the information will be put (particularly important are those applications
and software database systems that host critically important and
confidential data/information).

The scope of the enquiry as currently stands will also exceed the
threshold for "free" disclosure. I would therefore ask do you wish to
revise the scope of your request taking these points into account?
