Dear Oxfordshire County Council,
I would like to request a complete list of suppliers/contractors
and consultants that have been used over the past year when
procuring IT Software and the total spend on IT Software during the
past financial year.
Also could you break this Software spend down
to show which department uses which application.
Please also provide details of IT Contracts Managers and any
person(s) involved in IT Software procurement.

following information:
I would like to request a complete list of suppliers/contractors
and consultants that have been used over the past year when
procuring IT Software and the total spend on IT Software during the
past financial year.
Also could you break this Software spend down
to show which department uses which application.
Please also provide details of IT Contracts Managers and any
person(s) involved in IT Software procurement.
Your request is being considered and Oxfordshire County Council will
respond as soon as possible within the next 20 working days in compliance
with the Freedom of Information Act 2000. This means that the council
will send a response to you by 10 March 2010.
There may be a fee payable for this information. You will be informed if
this is the case and you can decide if you wish to proceed with your
request.
If appropriate, the information requested can be made available in
alternative formats, including other languages, Braille, large print, and
audiocassette. If you require any of these formats then please let me
know.

Thank you for your request of 10 February 2010 in which you asked for the

Taking each of your points in turn :
I would like to request a complete list of suppliers/contractors
and consultants that have been used over the past year when
procuring IT Software and the total spend on IT Software during the
past financial year.
The council does not currently keep a central record of the
suppliers/contractors and consultants that have been used over the past
year when procuring IT software. The council does not keep records of
this information for individual years.
I attach a spreadsheet, however, which lists all suppliers of software
to the council. This list does not specifically relate to the current
year but includes both new and existing suppliers. The list also only
captures software bought under the recognised software purchase code.

During the financial year 2009-2010 to date, the total spend on new
software known to the council's ICT is £102,157
Also could you break this Software spend down to show which department
uses which application.
Oxfordshire County Council cannot meet your request for this
information as the cost of locating and retrieving the information
requested exceeds the "appropriate limit" of £450 for local authorities,
as stated in the Freedom of Information and Data Protection (Appropriate
Limit and Fees) Regulations 2004.
In this case, the council does not hold a central record detailing
the departmental spend breakdown of software applications. Information may
be held by individual departments under different headings but to provide
you with the information you have requested would be likely to involve a
significant cost and diversion of resources from Oxfordshire County
Council's other work. In this instance then the council has decided due
to the nature of this request that it cannot provide you with the
information requested.
Please also provide details of IT Contracts Managers and any
person(s) involved in IT Software procurement.
