Dear Kent County Council,
I would like to request a complete list of suppliers/contractors
and consultants that have been used over the past year when
procuring IT Software and the total spend on IT Software during the
past financial year.
Also could you break this Software spend down
to show which department uses which application.
Please also provide details of IT Contracts Managers and any
person(s) involved in IT Software procurement.

Dear Mr Fitzsimons
Thank you for your request for information. Please accept my sincere
apologies for the slight delay in responding to you; I appreciate that the
Council has not complied with statutory timescales on this occasion.
Kent County Council is a very large authority; our employee headcount is
over 44,000. KCC is split into five directorates, each with their own
devolved powers and financial management so consequently, very few records
are centralised making our ability to answer authority-wide requests for
information very difficult within the appropriate limit. However, I have
managed to collate the following information which I hope meets some of
your requirements
Please see attached a list of suppliers used in the past year and details
of the contracts. The amount spent on software during 2008/09 was
£3,549,300 and the spent this financial year to date is £3,831,600. I
have also attached a list of software purchases for 2009-2010 procured
through Kent County Supplies' contract and KCC's purchase history. To
provide any further breakdown would require investigating every invoice
which would certainly exceed the appropriate limit of £450 (equivalent to
18 hours @ £25 per hour) so under section 12 of the Freedom of
Information Act 2000, the Council is not obliged to comply with this
element of your request.
Software could be purchased by almost any officer in KCC in accordance
with our procurement policy and protocol.
