I would like to request a complete list of suppliers/contractors
and consultants that have been used over the past year when
procuring IT Software and the total spend on IT Software during the
past financial year.

Also could you break this Software spend down
to show which department uses which application.

Please also provide details of IT Contracts Managers and any
person(s) involved in IT Software procurement.

Dear Mr Fitzsimons.

In response to your information request on Council use of IT Software.

I attach a PDF, from NYCC's website, called "How to do Business with
Councils in North Yorkshire". Within this document, there is a reference
to the Supplier & Contract Management System (SCMS). The bulletin board
within this system, which is available to the public, allows you to
search for relevant information on all centrally procured IT Software
contracts over £20,000. The link to this is as follows:

There is one known item of software purchase which is not on SCMS:
Supplier - QPC
System - Workforce Planning Tool
Contract Value - £39,000

We are unable to provide a complete list for contracts under £20,000.
This information is held within individual spending Directorates and
more specifically with spending managers across the whole of the
council. All of the software contracts for the year would have to be
looked at.

In the current financial year 2009/10 Schools ICT will spend £330,746
on software. That is almost entirely for North Yorkshire Schools, but
does not represent the full picture. Individual schools are able to
purchase software anywhere without reference to anyone within the
Authority. The only way to get a complete view would be to contact each
school individually. The large amount of work involved would bring
the cost of answering the request over the amount to which we are
legally required to respond, i.e. the cost of locating
and retrieving the information exceeds the 'appropriate level' as
stated in the Freedom of Information (Fees and Appropriate Limit)
Regulations 2004. It is likely, however, that the number of such
purchases found within directorate would be low, as two out of five
directorates have already stated that they have no such contracts.

With regards to spend on IT Software, I have been advised that we do
not analyse our financial information in such a way that we can identify
spend on IT Software, similarly this applies to any breakdown by
department/application.

Details of persons involved with IT Software procurement are shown
within the PDF document referred to earlier, all procurements over
£20,000 being dealt with via NPG Ltd. Contact details for NPG Ltd.
are again shown within the same document. Within ICT Services itself, I
have included my details at the end of this reply.
