Thank you for your request for information which was received on 13th
March 2010. Please find our response to each of the questions that you
have raised.

Q1). I would like to request a complete list of suppliers/contractors
and consultants that you have purchased IT hardware off over the past year
and the total spend on IT hardware over the past financial year.

A1). We are unable to supply a complete list as we do not hold this
information. Prior to August 2009 our main supplier of hardware/software
was BT as part of our strategic partnership agreement. Since August 2009
we have used the following suppliers:

Please note that ECC have not purchased any IT Hardware from any
Contractor or Consultant during the past financial year.

It is not possible for us to provide a split of the total spend on IT
Hardware as this is combined with our Software expenditure for Financial
Year 2009/2010.

Please also note that not all year end transactions have been entered and
that the final figure may well change. The final audited accounts will be

Q2). Also could you break this hardware spend down to show what
brand servers, networking and desktop hardware were purchased with a spend
amount in each segment.

A2). We are not able to provide the spend breakdown by brand and by
hardware type.

Q3). I would also like to request full details of the person(s)
who conduct the IT purchasing there.

A3). The names and service areas of the Essex County Council personnel
who undertake IT purchases are given below:

· IT sourcing and finance team undertakes and/or authorises IT
purchasing on behalf of ECC. This is headed by Gillian Furlong

· Major procurement is undertaken by or under advice from ECC
Procurement Team headed by Richard Hawtin.
