Dear Sir or Madam,
Please could you tell me why I have not yet receivd an answer to my
email to your Council Tax department dated 24/09/09
I have copied the email below for your perual:
Without prejudice:
I do not seem to have a recieved replies to the bellow questions
which I have asked. You have half answered one, but when I have the
answers to all of my questions I will reply in full. It may be in
your best interest to forward this email to the legal department at
ROSSENDALE BOROUGH COUNCIL as I do not want any dealings with a
third party.
If I do not receive such a response conforming to the above
criteria within SEVEN (7) days from receipt of this letter, it will
be deemed a tacit agreement by your acquiescence that I have no
obligation to pay Council Tax. This is your final demand.
For your reference the questions are once again asked below.
In the matter of your claim for council tax arrears for the period
01/04/09 to 31/03/10 for the amount of £530.00 – I can advise that
I accept your offer to pay council conditional upon the following:
1. That you can demonstrate that there is a contract between
Rossendale Borough Council and me Jason: of the family Howarth (the
man) and not MR JASON HOWARTH (the person and a corporation).
2. That the Rossendale Borough Council have given full disclosure
(as required by common law) re the services being offered and that
these have been accepted by me for the value so stated.
3. That you can demonstrate manifestation of intent by the way of
my signature on a contract between us.
4. That the terms and conditions are lawful (in common law – not
statute law).
5. That a liability order is being sought against the legal fiction
‘MR JASON HOWARTH’ person and a corporation by the Rossendale
Borough Council (a corporation) being of equal status as required
by law and NOT against Jason of the family Howarth (a man) and of
greater value and thus superior status to a corporation which would
render the proceedings unequal and thus invalid.
6. That council tax is lawful
I demand that all of the above conditions be met and presented in
Affidavit format sworn under oath or attestation, under penalty of
perjury and upon your full commercial liability, and that the facts
contained therein are true, correct, complete and not misleading.
If I do not receive such a response conforming to the above
criteria within SEVEN (7) days from receipt of this letter, it will
be deemed a tacit agreement by your acquiescence that I have no
obligation to pay Council Tax. This is your final demand.
Furthermore, If you can not provide me with the information I have
requested I, Jason: Howarth, the Undersigned Affiant, will be
seeking a full refund of any and all payments previously made, and
any unlawful action taken against me on the part of ROSSENDALE
BOROUGH COUNCIL or any third party debt collection agencies related
to the said council tax bill will be pursued in a court of law.
ANY RESPONSE SHALL BE LIMITED TO THE INFORMATION I HAVE REQUESTED
AND MAY NOT EXTEND TO OTHER MATTERS.
All rights reserved without prejudice.

I am writing to request an internal review of Rossendale Borough
Council's handling of my FOI request 'Council tax department not
replying to emails.'.
Emails not being asnwered from the Council Tax department.
