Council software costs for past 3 years

Dear Sir or Madam,

I would like a breakdown of money spent on software systems per
supplier per year for the last three years please.

Please include the name of the application as well.

I would like the information as follows:

Supplier,
Software Package,
Cost,
Financial Year,
Purchase / Upgrade / Maintenance (Please indicate if this was a
software purchase, an upgrade or a maintenance agreement)

I would also like to know what plans are in place to buy software
in the next two years and how much this software is going to cost
the council (please include purchase, implementation, training,
migration etc. to cover all related costs).

Dear Mrs Porter

Thank you for your request regarding the councils software costs for the
past 3 years.

Your attention is drawn to Section 12 of the Act makes provision for
public authorities to refuse requests for information where the cost of
dealing with them would exceed the appropriate limit, which for local
government is set at £450. This represents the estimated cost of one
person spending 18 working hours in determining whether the department
holds the information, locating, retrieving and extracting the
information.

A preliminary assessment indicates that to provide the information
requested will take in approximately of 58 working hours to determine
appropriate material and locate, retrieve and extract the information.

However, we are happy to respond to your request if you pay the fee as set
out in this notice. The estimated cost of processing your request is
£1450. This charge has been calculated in accordance with section 13 of
the Freedom of Information Act 2000 and the Freedom of Information Fees
Regulations.

We are unable to continue processing this part of your request until the
fee is paid. If you wish the Council to continue to process your request
you should pay the fee within 3 calendar months of the date of this email.
If the council does not receive payment of the fee by this date, it will
be assumed you do not wish to pursue this and will consider that part of
the request closed.

Please remember to quote the reference number above in any future
communications.

If you are not content with the outcome of the internal review, you have
the right to apply directly to the Information Commissioner for a
decision. The Information Commissioner can be contacted at: Information

ELizabeth, CCBC will use any excuse to stop you getting at information on how they spend money - you only have to look at the record of requests on this site they simply refuse to answer.

If CCBC assert that it is going to take 58 hours to process your request, demand a copy of how that 58 hours breaks down, which they clearly have in order to have calculated the 58 hour total, and then you can ask for the parts of information most important to you that fit in the 18 hour 'limit' ... this is the 'focussing process' I went through under the guidance of the Information Commissioner some time ago when I dragged CCBC through the courts (and won with costs) to get at information they illegally refused to release.

Don't take 'no' for an answer! - by LAW you are entitled to see this information, it is YOUR money that paid for this software, after all!
