Dear Redditch Borough Council,

Under the terms of the Freedom of Information Act, I wish to
receive the following information from your authority:

1. The name, frequency and distribution/circulation of your council
newspaper (by council newspaper I mean the most frequently
published newspaper or magazine intended for mass distribution
covering more than one topic)

2. How much it cost to produce and distribute said newspaper in the
last full financial year, and how much was budgeted from council
resources in the financial year 2009/2010

3. How much of that cost is offset by advertising

4. How much of that advertising, if any, comes from external
sources (ie not from your authority's budgets)?

5. Which other public sector partners pay to run advertising in
your newspaper, eg PCTs?

6. Whether recruitment advertising forms part of the advertising in
your newspaper?

7. A copy of an editorial policy guide, if one exists, which
governs the material which is placed in the newspaper, and how it
is decided

8. A copy of an advertising policy guide, if one exists, which
governs what sort of advertising is suitable.

9. The number of people employed to put your newspaper/newsletter
together, including total cost and staff organisation chart

Some parts of this request may be easier to answer than others, and
should this prove to be the case I would ask that you release
available data as soon as possible rather than hold up the entire
request.

I would prefer to receive this information electronically. If the
decision is made to withhold some of this data using exemptions in
Act, please inform me of that fact and cite the exemptions used.

If you need any clarification then please contact me at the email.
Under your section 16 duty to provide advice and assistance I would
expect you to contact me if you find this request unmanageable in
any way.

I would be grateful if you could confirm in writing that you have
received this request, and I look forward to hearing from you in

Dear L Barnett,

The information you requested in your email of the 3rd January 2010 is given below.

1. The Council's magazine is Redditch Matters. The magazine was produced three times a year in 2009 (spring, summer and autumn/winter). In 2010 four editions are planned (spring, summer, autumn and winter). The print run is 37,000 and copies are distributed to households and businesses by a combination of the Royal Mail and by insertion in the Redditch Advertiser (a free newspaper sent to all households).

2. In 2008/2009 there was no magazine as it was re-introduced in spring 2009. The budget for 2009/10 is £18,000. It has cost £10,995 for three editions in 2009/10 (after taking into account advertising income).

3. If you exclude advertising, the cost of these three editions is £19,158.

4. About 75% of that advertising comes from external sources.

5. Public sector advertisers are the PCT and the Food Waste campaign at County Council level

6. Recruitment advertising does not form part of the advertising in Redditch Matters.

7. There is no policy guide but we do have an Editorial Panel that meets quarterly, comprising four councillors (two Conservative as ruling party, one Labour and one Liberal Democrat)

8. There is no policy as such but our general ruling is no advertising that would harm the Council's reputation and nothing illegal, of course, such as tobacco advertising.

9. No one is employed directly just to produce the magazine. Four members of staff are involved in writing, editing, designing and producing the magazine as one part of their jobs. The Communications and Marketing Manager (Adrian Marklew) edits the magazine and two Media and Communications Officers and a Senior Design and Print Officer reporting to him contribute to producing the magazine internally.
