Dear Sir or Madam,
Can you please tell me if Salford Council has made any loans to
companies or organisations in the last 5 years.
I would also like to know:
(A) Who those loans were made to
(B) What the approximate amounts are
(C) How much is currently outstanding for each loan
(D) At what APR rate the loans were made
(E) What securities were made against the loans (if any, please
state if none)
(F) Who approved these loans (i.e. council officers, the cabinet,
full council or a scrutiny committee)?

Dear Steve,
The Council has made two loans to companies or organisations in the period
specified.
1. Higher Broughton Partnership, initially £466,000, partly repaid so
that currently £348,000 is outstanding
1. Sports and leisure organisations £240,000
The loans were approved by the relevant Lead Members of the Council under
authority delegated to them by the full Council.
I am declining to provide any further details of these loans, specifically
their terms and conditions, under Section 43 of the Freedom of Information
Act which exempts information, disclosure of which would be likely to
prejudice the commercial interests of any person.
If you wish to make a complaint or request a review of any decision made
in respect of a freedom of information request, you should write to the
Council's information officer, Teresa Webb. If you are not content with
the outcome of a complaint, you may apply direct to the Information
Commissioner for a decision. Generally, he cannot make a decision unless
you have exhausted the complaints procedure provided by the Council. The
