I am writing in response to your Freedom of Information request below regarding Councillors Expenses.

The Information you are requesting is exempt from the Freedom of Information Act 2000 (the Act) as the information this information is already published pursuant to the Councils Constitution. Information on Members' Allowances' are published on our website. http://www.hillingdon.gov.uk/index.jsp?a...

Details for 07/08 are already published and as such are exempt from S1 of the Act pursuant to S21 of the Act which states that information is exempt from disclosure where it is reasonable accessible to the applicant by other means. Details for 08/09 are due to be published soon and, as such, are exempt from S1 of the Act pursuant to S22 of the Act which states that information is exempt if it is intended for future publication.

In light of the recent decision that MP's expenses should be
released under an FOI request, please can you provide a itemised
list of all expenses claimed by all Hillingdon councilors (now
serving or not) in the last 2 years and all expenses claimed by the
Mayor. Please include any claims that were rejected.

I would refer you back to our original response in which we stated that this information was already published pursuant to the Councils Constitution and, as such, exempt from the Freedom of Information Act 2000 pursuant to S21. As such, I would refer you to Part 6 of the Councils Constitution we lays out the basis for this response this is in accordance with The Local Authorities (Members' Allowances) (England) Regulations 2003.

satisfied that you read and considered the information that we have
provided to you in our response.

As I have stated in my previous response, the information you are
requesting is already publicly available and, as such it is exempt from
the requirements of S1 of the Freedom of Information Act 2000.

I have previously referred you to Part 6 of our Councils constitution
which lays down the basis for this decision, can you confirm to me that
you have read the information that I have directed you to? I would
particularly draw your attention to Para 13 of Part 6.

I want to see a breakdown of individual expenses and receipts
etc,
not just the total figures (as per the recent ruling regarding
the
MP allowances).

The website you link to shows the totals claimed, not the
itemised
breakdown. As an example, SIMMONDS, DT claimed £2,340.67 for
Mileage and Subsistence. I want to see the individual receipts
used
to claim this amount.

Please pass this onto the person in charge of internal reviews
for
foi requests.

As outlined in the Councils Constitution (Part 6, para 13) and pursuant
to The Local Authorities (Members' Allowances) (England) Regulations
2003 details of Members Allowances are available for public inspection.

To make an appointment and to enquire about the cost of copies I would
recommend that you contact Democratic Services.
