Coulsdon Town Centre costs for works

Dear Croydon Borough Council,

How much extra is it costing to do the CTCIS works in Coulsdon Town
Centre, now that they are running at least 2 months over the "up to
9 months" allowed, and how is this extra cost being divided between
LBC and its contractor Ringway?

There is still much finishing off for Ringway to manage, with many
cones around, paving stones missing or damaged, shop fronts
incomplete, and new signs required. They also need to get all the
new street lights working, and take away the old ones.

To what extent is this due to incompetence on the part of Ringway,
to what extent have unexpected and unforeseen problems led to
delay, to what extent is this due to a lack of timely supervision
by LBC and consultants Atkins, to what extent is it due to the
dubious design specification, and to what extent it is due to
changes made by LBC subsequent to the contact being signed, for
example improvements such as the layby near Roma's, and also the
design being found to be unsatisfactory and in need of remedial
work.

Dear Ms Stollery,

Further to your email dated 14 January 2010, in which you have requested
information in respect of Coulsdon Town Centre works, we have considered
your request under the terms of the Freedom of Information Act 2000 and
are able to supply you with the following information.

Much of what you ask is not available as the final account with the
contractor is yet to be agreed. Furthermore the finer detail of that
would be commercially confidential. The contract with Ringway is a
standard Institution of Civil Engineers (ICE) 7^th edition. This gave the
due date for completion as 29^th Nov 2009. The works were agreed as
substantially complete (as provided for in the contract) on 27^th November
and there is no case to say the works are running two months over. It is
normal to have a few snags and outstanding items which are then completed
as and when practicable during what is known as the defects correction
period. In particular the Council took the decision not to risk the
change over of lighting services to the new columns before Christmas as we
wanted to ensure that the Christmas lighting would function.

The Council has records of incompetence or lack of supervision. There
have been a few design changes and clarifications as is normal for a
scheme like this. Consequently, and in anticipation, financial provision
in the form of contingency was made in the original budget.

We are in discussions with the contractor over the costs of delays to
their programme. This is delay/disruption to their timetable rather than
that prolonging the actual time allowed. It is expected the final account
with the contractor to be very close to the tendered sum with the overall
budget under spent. This would normally be a significant achievement
given that we have added items, such as the lay by you referred to in your
request, but the Council’s Civil Engineering Section do have a
substantial record of delivering schemes to time and budget.
