CCBC,
With regard to the remedial work carried out to Victoria Pier,
Colwyn Bay by or on behalf of the Council around 8th July 2010,
please provide the following information:
1) A copy of the structural survey or engineers report or similar
which identified the works that needed to be carried out. If no
such reports were carried out, then please provide a copy of what
decision process the Council used or what notification the Council
was acting upon in determining it needed to carry out the works.
The costs of these surveys or reports is also required.
2) A copy of the minutes of the meeting of the Council at which the
need for these works was discussed, and the decision was taken to
carry them out. If the decision was carried out by way of other
process than a meeting (such as the delegated powers of an officer)
please advise what process was used, or who that officer was.
3) A copy of any estimates / tenders submitted for these works
(including plant hire costs for the hydraulic access platforms used
etc.) from external suppliers to the Council.
4) A fully broken down list of the total final costs of the works
carried out - which should include the costs of plant and access
platform hire, manpower (the gross total will suffice, I do not
require details of individual peoples pay), materials, disposal of
waste any any other costs not included in these sub-categories. If
the works were carried out entirely by contractors, then copies of
the contractors invoices as submitted will suffice.
5) Confirmation that the Council will be recovering the total final
cost from RPG Ltd, current legal owner of the Pier. If the Council
is not seeking to recover the costs from RPG Ltd, then I require a
detailed explanation as to why not, what department of the Council
will be paying for the works, and under what piece of legislation
the Council believes such a payment is legal.
6) A copy of any subsequent engineers report, survey or similar by
a suitably qualified person that states clearly to what standards
the works were carried out, to what degree the works have remedied
the problems originally identified, and any recommendations for
future works and the time-scale in which they should be undertaken.

Please pass this on to the person who conducts Freedom of
Information reviews.
I am writing to request an internal review of Conwy Council's
handling of my FOI request 'Costs of works to Victoria Pier, Colwyn
Bay in July 2010'.
As in the case of virtually every FOI request I make to you, you
have broken the law by refusing to release the information in the
timescale laid down in Law. You are being deliberately vexatious
and provocative as per usual.
I demand an internal review, which I have no doubt you will use as
excuse to further delay the release of information, also as per
usual.
Formal complaint will naturally be made to the ICO once again if
you unlawfully continue to withhold the information.
