Dear Sir or Madam,
Please could you tell me the total costs to the council that are
directly attributable to the area covered by the Sharrowvale
Parking Scheme in the last financial year.
I would like this categorised in as much detail as is possible
(e.g. street sweeping £x, street lighting £x, proportion of police
budget £x etc.) but a the very least would like it divided into
'ongoing maintenance' and 'one-off costs' Could you exclude (or
list separately) the costs that are for services that benefit
residents only (such as bin collections).
Please can you also list the cost of setting up and running the
parking scheme separately.

Dear Mr Evans
I write further to your request for a review of the Council's response to
your FOI request of the 26th November 2008.
I have looked into history of this request and can see that this specific
request has not been responded to. This is unacceptable and at the outset
I would like to apologise for this failure in service. Though I offer no
excuse, I would like to offer an explanation for this failure.
I note that you have submitted a number of Freedom of Information requests
about similar issues since the 7th November 2008. In particular the ones
of the 7th November and the 26th November covered similar ground and I can
see that officers charged with responding to your requests confused these
two and consequently believed that the progress chasing email of the 24th
March 2009 referred to the request of the 7th November, to which Mr
Peterkin had replied on the 3rd December. Though perhaps understandable,
this should not have happened as the request reference numbers should have
indicated to the officers that they were different requests. Once again I
apologise for this system failure.
If I can turn now to your substantive request of the 26th November. This
request has essentially 3 elements:
1 A request for a breakdown of the cost to the City Council of
providing services to the geographical area contained within the
Sharrowvale Parking Scheme boundary. This request is further clarified to
request that services to residents only are either excluded or listed
separately.
2 A request for the set up costs of the Sharrowvale Parking Scheme
3 A request for the ongoing running costs of the Sharrowvale Parking
Scheme
Unfortunately the information requested at 1 is not available and cannot
be made available. because the Sharrowvale Parking scheme is an ad hoc
boundary which does not relate to any recognised administrative boundary,
the City Council does not hold this information, neither can the
information be generated.
The setup costs for the scheme were £435K (correct as at April 2008) to
cover design, signs and lines and £330K in respect of pay and display
machines.
In respect of the running costs of the scheme, as you have already been
provided with this information by Mr Peterkin in his response to you dated
3rd December 2008, I will not repeat that information here.
