Cost of transporting Deaf children to and from school

Dear Isle of Anglesey Council,
Could you please list individually the cost of sending Deaf
children of secondary age to school in England from Anglesey.
I am not asking for personal details of any of the children, just a
breakdown of the term travel costs of each individual child getting
to and from school from July 2005 to July 2010. This would include
escort fee's or subsistence and wages or any other costs associated
with each childs travel to and from school.
I need these to be listed for each child and not together as
overall expenditure by the LEA.

Further to my request.
I was intending to make a separate request for the residential fees
for the same group of children (Deaf children attending school in
England). It seems to me that including this in the same request
would save time and trouble for the LA.
Could you also please list the individual residential fees charged
by the school for the same children.

Thank you for your recent FOI request, noted below. I have contacted
the relevant officer within the Authority and they have informed me that
they do not have all the information that you have requested. The
information that they have supplied is detailed below.
Between Derby, Doncaster a St Albans the Authority payed £15800 for
transport from 2005 to 2010.
The information on individual children costs is not available only the
information of the monthly payments made to the taxis for transport.
Currently the Authority pay £113 per day for transport to Doncaster (1
child + carrer travelling)
This is to be transport for two children to two different centres but
at present only 1 child is being transported.
With regards to your second FOI request regarding residential fees for
the same group of children, I have contacted another department who
would hold the information. They have informed me that they will be
unable to get all the information that you've requested within the 20
day period, due to staff being away etc, but they have assured me that
the information will be available by 9 September 2010 at the latest. I
apologies for this delay and we will forward the information to you once
we have received it.

I'm sorry but the answer you have given is not helpful at all. I
made it clear in the request that I need these to be listed for
each child and not together as overall expenditure by the LEA.
I'm not happy with the reasons you give for not being able to
collect the information as this will be on each file.
I will need to ask for an internal review if you don't reply by
23rd August.

Thank you for your reply. The purpose of an internal review is to
request that the Public Body reconsider reasons for not disclosing
information. If an internal review is carried out at this stage it
would only disclose that we have failed to comply with section.17 of the
Act as we have been unable to give you the information requested within
the 20 day period, therefore it would be best for you to wait for our
response before moving ahead with this. If you ‘re not satisfied with
the information we have provided you then and you believe we are not
disclosing relevant information you can request an internal review.
The Freedom of Information Act states that a person making a request
only has permission to see the information that is held at the time of
the request, and at present we have given you the information that we
have access to at this time, and have explained that we will forward any
further relevant information to you as soon as it is available, and
before 9 September 2010.

I don't just feel that you have messed about with my request, I can
prove it. I know of another parent that takes the Deaf child to
school in England, so why have this council failed to included
these details.
I also know of another parent that travels more than 500 miles for
the LEA, so why have this council not included these details.
My request is also very over due with no real explanation and this
is not showing this council to be honest or fair with information
you hold.

Dear Isle of Anglesey Council,

I am writing to request an internal review of Isle of Anglesey
Council's handling of my FOI request 'Cost of transporting Deaf
children to and from school'.
What do you do with your time instead of dealing with information
requests. The information I have requested is not personal and
relates to expenditure by ynys mon. I would need the information of
the individual costs so please don't tell me that it is personal
when it is clearly expenditure that is open to the public.
This Council has got to be the worst for breaking the Laws
regarding information.
