Dear Mr Winter,

Thank you for your request, which we received on 16/09/2008, regarding the
cost of Rising Tide Emergency Planning Event on September 11^th.  Please
see our response below:

How much did the Emergency Planning event at Liverpool Football Club on
11^th September 2008 cost? Could you provide a full breakdown of costs
(such as venue, food, delegate resources etc)?

Following the restructure of the Strategic Health Authority in 2006,
Liverpool Primary Care Trust, acting on behalf of the Strategic Health
Authority, was designated as the Lead NHS organisation within Merseyside
for NHS emergency preparedness and response, and became responsible for
ensuring statutory compliance by all NHS organisations. The Civil
Contingencies Act 2004 (the Act) supported by national guidance places a
number of statutory duties upon Merseyside NHS organisations, to plan and
prepare for emergencies whilst working in collaboration with other
Responder agencies as defined within the context of the Act. The NHS
Operating Framework for 2008/09 which sets out the priorities for the NHS,
identifies `preparing to respond to emergencies such as an outbreak of
pandemic flu' as a critical activity. In order to enable NHS Trusts to
meet statutory and NHS requirements, Exercise Rising Tide, a Merseyside
NHS Pandemic `Flu exercise was devised and held at the Centenary Stand,
Liverpool Football Club on the 11^th September 2008.

The full costs of the Rising Tide Emergency Planning event can be found in
the table below. Please note the event was a full day involving 245
delegates representing NHS Trusts and other organisations in the local
area that would be involved in dealing with a possible flu pandemic.
