Dear Mr Bow,
Thank you for your request made under the Freedom of Information Act, I
can inform you that black bins cost the Waste and Fleet Management
section £30.07 each to purchase inclusive of VAT.
The delivery of bins is undertaken by one individual with a van who's
time is not charged out per hour. This individual also delivers various
other items such as recycling and composting receptacles which are free
of charge.

Many thanks for you reply, it is much appreciated.
Can I also ask who decides the cost to the public of replacing a
black bin? The council web site says it will cost me £50.00. That's
a 38% margin, which seems excessive.

Dear Mr Bow,
The cost of bins to residents and new developments is decided
ultimately by Councillors in liaison with the Waste Strategy Officer.
The margin you describe goes toward the cost of delivery and
administration, which is not a profit making service.
Please also consider that the council currently fully subsidises all
recycling receptacles.
