Is this merely an oversight, or does the Council not have the extra
information requested, or has decided not to provide it? If it is
the latter, could you please explain which Exemptions you are
claiming?

Further to the information that has already been provided Larne Borough Council can confirm that it is not possible to break these costs out by by function.

Larne Borough Council does use an external provider however it is determined that this information is likely to prejudice the commercial interests of this organization and is therefore exempt under Section 43 of the FOI Act 2000.

It is estimated that internal staff costs are £3,500 per annum.

Dear Sandra,

Please take this as a formal complaint about the handling of my FOI
request.

There are numerous ways in which the request was not dealt with
properly, including, but not limited to:

1) Failure to inform me initially that part of my request was
rejected

2) Failure to provide the reason for the rejection

3) Failure to issue a formal Refusal Notice

4) Failure to explain, in your followup, why you believe that
revealing the name of your internet supplier would prejudice
someone's commercial interests

5) Failure to explain whose commercial interests would be breached
("this organisation" could mean either the Council or the supplier)

6) Failure to apply the Public Interest Test

7) Failure to inform me of your internal review procedure.

8) Failure to notify me of my rights to complain.

In addition, in relation to the supposed inability to break out the
costs that were provided, I find it close to impossible to believe
that you hold no detail other than a total amount invoiced, and
that there are not invoices with specified line items, contracts,
and/or correspondence with the supplier that provide more
information on what the various costs relate to.

I would ask that this entire matter be reconsidered under your
internal review procedure, and that you provide me with an estimate
of how long that will take.
