Dear Chichester District Council,
On Monday 7 December 2009 the Review Sub-Committee of the Standards
Committee came to the decision that is noted at the following URL

In the Rider (D) to that decision it states (inter alia):
"... the Review Sub-Committee wished a letter to be written by the
Council’s Monitoring Officer to the clerk to West Wittering Parish
Council (and to be copied to Mr T Leggo of the Sussex Association
of Local Councils) expressing its unease over West Wittering Parish
Council’s practice as a whole of conducting its business by such
extensive use of working parties ..."
I would like to have copies of the letters that were written,
following the Rider above, to West Wittering Parish Council, and to
Mr. Leggo, in the form of Word documents.
If these letters were sent in email form, I would like to have
copies of those emails in their native electronic format, complete
with headers and footers and attachments - in other words, exported
and/or forwarded as email copies without change or alteration.
I would like to have copies of any contemporary or subsequent
correspondence and documents relating to the letters written
following the Rider above, and/or any documentation at all since
2008 that refers to the subject of Parish Councils' use of Working
Parties. I would like this information too in its native authored
or transmitted format.
If any of the information requested here exists solely in printed
from, then I request that it be sent as a certified scan. If it is
not possible to do this I would like to be told what documents
cannot be made available in this form, with a summary sufficient to
identify them.

On behalf of Chichester District Council I now reply to your request as
follows:
(1) Letter to the Clerk to West Wittering Parish Council and copied to Mr
T Leggo of the Sussex Association of Local Councils
A letter dated 26 February 2010 from Vivien Williams (District Solicitor
and Monitoring Officer) with a copy of the decision notice and summary
relating to the Review Sub-Committee meeting on Monday 30 November 2009
was sent by first class post to the Clerk to West Wittering Parish Council
on Monday 1 March 2010 and by fax on Tuesday 2 March 2010.
A copy of that letter and the decision notice and summary with a
Chichester District Council compliments slip was sent to Mr T Leggo by
first class post on Monday 1 March 2010.
I attach a copy of the letter and the decision notice and summary as
follows:

I don't find it credible that within CDC there is no backup of email in email format. If this is the case then CDC have an ICT process which routinely allows important information to be dumped.
For example it becomes impossible to check the relationship between the date given in the text of an email (or attachment), and the date on which it was actually sent. Other information which may indicate if an email is part of a thread, or copied elsewhere is also lost.
