Thank you for your response.
I would like to take this opportunity to update you on the progress of compiling the information that you have requested.
Michael Branaghan, Strategy Leader, Capital, Assets and School Organisation was on leave when your request was received into the office. Due to the nature of your request it was not possible at that time to delegate this work to colleagues. However, on Michael's return to the office on Monday 8 December I did advise him that he had received several requests for information under the Freedom of Information Act regarding the proposals for Sefton Park Infant and Junior Schools.
Unfortunately, on Tuesday 9 December Michael's father suffered a severe stroke, naturally Michael was given compassionate leave to travel to the Midlands to be with his father and family. Michael's father is now in a stable condition and he returned to work on Monday 15 December.
Michael has began to research the information that you have requested. No doubt you can appreciate that many records regarding Sefton Park have been archived and we are actively in the process of retrieving the necessary information. There is also an element within several pieces of information relating to other schemes, this information will be required to be removed before information can be submitted into the public domain.
As your request for information predates Michael's employment with Bristol City Council it has been necessary to contact colleagues requesting their assistance. Unfortunately, one colleague who was involved with the proposals is also on compassionate leave following the very sudden death of his father last weekend. His colleague is now on annual leave until 2 January, 2009 which obviously will impact on finalising the process.
We are, of course, exploring every avenue we possibly can in an attempt to comply with your request. An officer will be asked to look at files shortly relating to Sefton Park in the absence of the two colleagues mentioned above. Under Bristol City Council Information Security Policy it is the responsibility of each individual to :
- be familiar with current policies and legislation relating to use of IT systems and data
protection
- comply with the security measures laid down for the use of computer systems and
protection of data
- take action as necessary to prevent incidents of misuse of systems or data
- report failures of security to the appropriate security administrator
Officers have not be able to access colleagues computers to search for information.
We do appreciate that you will be disappointed by the delay which has been beyond our control. We are, as mentioned above endeavouring to collate the remainder of information and will send all relevant information to you at the earliest opportunity.

Further to my email of 19 December, 2008 wherein I advised you that due to Mr Branaghan annual leave and Mr Branaghan's father's stroke there would be a delay in responding to your request for information.
I can confirm that Mr Branaghan began to collate information to form a response to you before the Christmas break. Sadly, Mr Branaghan's father died on 1 January, 2009 and naturally he has been with his family to organise his father's funeral which takes place this week. To add to Mr Branaghan's grief his partner's father also died very unexpectedly on Saturday 10 January. Mr Branaghan is currently on leave to help his partner organise her father's funeral and offer comfort.
Also, a colleague who is also involved with the Sefton Park proposals has been on leave following the death of his father in December. I know that you will agree these extenuating circumstances have been beyond our control.
My colleague, Mr Ian Bell has now returned to work and in an effort to formulate a response to you Mr Bell has been forwarded your Freedom of Information Request.
Please accept our apologies for the delay in responding. I am hopeful that a response will be with you very shortly and we appreciate your patience. Under normal circumstances we would have replied to you within the deadlines.
