Dear Sir or Madam,
Please pass this on to the person who conducts Freedom of
Information reviews.
I am writing to request an internal review of Home Office's
handling of my FOI request 'Correspondence between Home Office and
PM's Office concerning Phorm/121Media'.
I cannot believe that no correspondence has passed between these
two offices on such a prominent subject as Phorm. I fail to see
what disclosure of any information that has passed between two
government offices concerning a commercial company can have to do
with the formulation of government policy, not be in the public
interest or be the cause of any damage to national security or the
operation of this government. I am also concerned that Phorm is a
member of UKCISS dealing with aspects of privacy concerning
children and no government department seems to wish to comment or
disclose any information concerning this company.
A full history of my FOI request and all correspondence is
available on the Internet at this address:

Yours faithfully,
Phillip Main

Yet again no department will talk about or disclose any information they have about Phorm.
This system was designed to be invisible and go unnoticed by web users. Why ? It's only purpose is to spy on the browsing habits of web users. Who would want a system like this that is covert and illegal? Why use a system with the capabilities boasted of by its CEO to sell adverts? Rather a bit of overkill I think. Why the reluctance of this government to answer questions on it?

I think we can take it as read that they may have some information but will not release it. FORMULATION OF GOVERNMENT POLICY is fast becoming the get out clause of choice for not releasing any information on the dealings between this government and Phorm especially when questions are asked that may involve the cabinet office and/or the Prime Minister's Office.
