Dear Scottish Government,
A copy of the 'Laraso' Report which sets out the criteria Council's
should adhere to when making assessments of Roads in Scotland. (ie.
Road Safety - Routes to School).
I understand that it is an English legislation adopted by the
Scottish Government.

Dear Ms MacKenzie
Thank you for your enquiry.
LARSOA are now known as Road Safety GB. From the information you have
given in your email I cannot identify the publication you are seeking and
you may wish to contact Road Safety GB direct for a copy. In any event
the Scottish Government are not likely to hold a copy of this publication
if it was issued by LARSOA to local authorities.
You do not say why you are seeking this publication (and you may wish to
send me a further email) but you may wish to note that in Scotland local
authorities have a duty under the Road Traffic Regulation Act 1984 and the
Road Traffic Act 1988 to promote road safety in conjunction with the
Chief Constable for their area. They must investigate road accidents and
take steps to reduce and prevent accidents. The actions taken by the
local authorities to comply with the Acts are generally set out in local
Road Safety Plans.
If you have a concern regarding a safe route to school the best person to
speak with is the school travel co-ordinator for your area. Your local
authority will be able to supply the name and contact details for the
co-ordinator.

Dear Scottish Government,
As advised, I contacted Road Safety GB and it clearly states on
their webpage:-

Question 7
I understand that you publish guidance on how routes to school
should be assessed in regard to their safety as walking routes
vis-a-vis school bus provision. Is this guidance available online
or can I be sent a copy?
These guidelines are published in the members area of this website.
If you are not a member, in the first instance it would be
advisable to contact your local road safety team.
I have as advised, contacted my Local Road Safety Officer, who is
with Highland Council, integrated TEC Services. She is
unwilling/unable to send me a copy of the guidelines I have
requested and is now not replying to emails sent.

Mrs Mackenzie
I have just spoken with Highland Council Road Safety Team. They
confirmed that they are dealing with your enquiry and indeed spoke with
your husband yesterday. The only reason that you had not received a
response to your email sent earlier this week to the Council is that the
person you emailed was out of the office. It is therefore misleading
and unfair to suggest that the Council are not responding to your
enquiry.
I have forwarded this email to the Council for information.

Dear Scottish Government,
Thank you for your reply.
I would point out that I emailed the Road Safety Officer on
15/18/19-01-10 and did not receive a reply to any of these emails.
I also left a number of telephone messages on the 18/19/20-01-10,
and was informed that she was in and out the office.
I can confirm that she did call us yesterday afternoon 20-01-10 and
spoke to Mr Mackenzie and informed that she would look into the
request for a copy of the published guidelines.
I am not in anyway trying to mislead you that the Council are not
responding to our enquiry.
