respect to, the meeting of East Dunbartonshire Council's Civic

November 2007, with respect to the application by Cairde Na
hEireann to hold an Anti-Racism march.

Please can you also supply anonymised copies of the objections sent
in by the 21 racists who objected to this march?

Dear Mr Gilmour

Herewith some information relating to the objections to the recent Cairde
Na hEireann march in Kirkintilloch. The information relates to all
objections, notwithstanding your reference to those of "the 21 racists".
East Dunbartonshire Council has no knowledge of the motives of the
objectors, nor can we express an opinion on their political or other views.

As you are aware, we cannot make available the personal details of the
objectors. That being the case, we feel that the objections are best
summarised in list form, as follows. From the list you will note that many
of the submissions contained more than one ground for objection:

the actual provision of data with regards to your FOI request.

Dear Mr. Gilmour

I refer to your previous e-mail correspondence with Stephen Armstong, the
Council?s Freedom of Information/Data Protection Officer.

First of all may I apologise again on behalf of the Council for the delay
in responding to your request for a review of the Council?s earlier
response to your freedom of information request. This delay was caused, in
part, by the departure of the previous officer within the Legal Services
Section who was dealing with this matter.

I understand that the outstanding information you have asked for relates to
applications for marches in previous years, as follows:-

1. The number of applications granted for parades/marches in East
Dunbartonshire.

2. The number of applications which were approved with no restrictions
on bands playing and the names of the applicants and

3. The number of applications which were approved with restrictions on
bands playing and the names of the applicants.

You later advised that you wish this information for as far back as is
possible with neither undue delay or cost being involved.

I have been advised that from 1 January 2005 to date 75 applications for
parades/marches have been dealt with. Additionally in 2005 there were 12
parades/marches undertaken by organisations which were at that point exempt
from the full application procedure. These exempt organisations included
groups such as community councils, certain churches, girl guides and
similar groups.

Since 2007 details of public processions have been recorded on the
Council?s website. The easiest way to access this information is by
clicking on the quick link menu on the top right hand corner of the
Council?s home web page. This will bring up a list of options including
public processions. Clicking on this link will lead you to details of both
the Public Processions Code of Conduct and a Public Procession Register.
The Public Register contains details of applications dating back to 6 April
2007 and, for your convenience, I have attached the Register as at today?s
date. If you wish details of previous applicants dating back to 1 January
2005 please let me know and I shall arrange for this information to be
collated.

You also requested information on the number of applications which were
approved with restrictions on bands playing and those which were approved
with no restrictions, with names of the relevant applicants. It is a
standing arrangement for all public processions that music is not played as
the procession passes places of worship. The only application where an
additional restriction was imposed was in relation to the application
submitted by Mr Edward Ingram of 4 Annick Drive, Bearsden in November 2007.
In that case the application was granted subject to there being no bands
present or live music played.

If you are dissatisfied with this response, you are entitled under Section
47 of the Freedom of Information (Scotland) Act 2002 to apply to the
Scottish Information Commissioner for a decision as to whether or not the
Council had dealt with your request in accordance with Part 1 of the Act.
If you wish to exercise this right you should submit your application in
writing within six months of your receipt of this e-mail.
