Thank you for your email request of 28 August 2008 in which you ask for:

a) a copy of the contract between the Queen's Printer of Acts (namely, the Chief Executive of the Office of
Public Sector Information) and The Stationery Office, obliging the latter to print Acts of Parliament on vellum (including stipulations of quality, size of typeface, source for the material, etc.), and

b) any estimates for charges made for this service.

Under the Freedom of Information (FOI) Act 2000, and the Environmental Information Regulations, 2004, you have the right to:
- know whether we hold the information you require
- be provided with that information

With regard to part a) of your request please find attached specification 4.1 and associated appendixes of the Contract in relation to printing, publishing, content management and dissemination services for United Kingdom, and England and Wales legislation and associated products which provides the information you have requested.

With regard to part b) of your request the The National Archives does not hold the information you have requested. As stated in Appendix B, section 1 of the attached document, the detailed production and financial arrangements regarding the production of record copies are subject to a separate contract agreed between the Company and the House of Lords. The House of Lords may be able to provide you with the information you have requested.

I've chased it back to the House of Lords now:

A big bulk of that specification is a very detailed style-sheet.

There's nothing like this detail for the html version, which is the one the whole world uses.

If you can imagine these vellums serving any purpose whatsoever other than being immediately museum pieces, maybe they could be used like the international kilogram where every ten years the documents get scanned and compared against the electronic versions everyone is using.

Unfortunately, the pages are all bound, vellum probably doesn't feed through a standard paper scanner, and the hugely complex specification is probably not optimized for OCR work.
