Dear Mr Cassidy,
I am writing in response to your request for information in relation to
the Council's contract with Reed Managed Services.
I am able to advise you that the Council have boarded a contract
originally let by Liverpool City Council to Reed Managed Services (RMS)
PLC.
Reed Managed Services provide a vendor neutral managed service and the
formal contractual arrangement is between RMS and Liverpool City
Council.
I can advise therefore that Liverpool City Council should be approached
to obtain a copy of the original contract.

Dear Mitchell, Len DCR,
Further to your efforts to take nearly 4 times longer to provide a
response than is allowed in law, IE you have taken nearly 120 days
to respond to a request that the law says should take only 20.
The Freedom of Information Act (FOIA) requires Knowsley Council to
provide me with a copy of the Contract I have requested, it
stretches credibility to suggest you do not hold a copy of the
Contract yourself.
The FOIA requires a Public Authority to disclose information it
holds, it is not about who holds the 'original' and as such your
reasoning to provide no information seems to be based on deceptive
illegal reasoning.
You have not responded to my request for an Internal Review, as
made on 11/03/09, a copy of which you can read at:

the time of my request 07/02/09 not hold a copy of said requested
Contract and why my request was simply ignored over 3 months and
why Knowsley Borough Council seems to put itself above the law and
act against the Public Interest.
