Please provide the following information under the Freedom of
Information Act 2000
1. What is the spend on temporary staff per annum by Barnsley
Metropolitan Borough Council?
Please ensure a gross spend value is detailed and include all spend
associated to any contract let for the management/provision of
temporary staff by a contracted provider (whether Vendor neutral or
Master vendor).
2. How was the contract to manage/provide the supply of
agency/temporary staff let?
3. Who was the contract to manage/provide the supply of
agency/temporary staff let to?
4. When was the contract to manage/provide the supply of
agency/temporary staff to Barnsley Metropolitan Borough Council
let?
5. If the contract for the provision/management of temporary/agency
staff was let as a framework agreement and has formally manifested
itself as a framework agreement with other organisations
contracting through it please detail:
• The names of the other authourities/organisations engaged on the
framework agreement
• Each of those local authority/organisation’s gross spend on
temporary staff per annum
6. Included in your response please can you attach a copy of the
contract for the management/provision of the supply of temporary

I supply below and attached the information you requested.
1. What is the spend on temporary staff per annum
by Barnsley Metropolitan Borough Council?
Please ensure a gross spend value is detailed and include all spend
associated to any contract let for the management/provision of temporary
staff by a contracted provider (whether Vendor neutral or Master vendor).
Answer:
It is important to realise that the costs payable to agencies (for
temporary staff) are usually related to a single figure which covers both
the worker's pay and the agency fee. However I have been able to extract
some detail that allows fee calculations - as shown in the attached file
'Total Spend .... '.
I regret that we don't appear to hold information in a format that makes
it straightforward to extract and supply what you have asked for. We
pay a 'rate' for employment of a worker (out of which the agency will pay
the worker their wage). Our departments assure themselves that the rates
payable are reasonable in the circumstances.
2. How was the contract to manage/provide the supply of
agency/temporary staff let?
Answer:
The contract was tendered in accordance with the EU procurement
Directives.

The Contract is a Part B Service and so the Council voluntarily tendered
the service through the EU.
3. Who was the contract to manage/provide the supply of
agency/temporary staff let to?
Answer:
The Contract was awarded to Matrix please refer to the EU contract award
notice 2007/S97 119066-2007.
4. When was the contract to manage/provide the supply of
agency/temporary staff to Barnsley Metropolitan Borough Council let?
The contract commenced on 23 April 2007.
5. If the contract for the provision/management of
temporary/agency staff was let as a framework agreement and has formally
manifested itself as a framework agreement with other organisations
contracting through it please detail:
o The names of the other authorities/organisations engaged on
the framework agreement
o Each of those local authority/organisation's gross spend on
temporary staff per annum
The EU notices 2006/S98 104283 -2006 and the contract award notice 97/
2007 119066 -2007 allowed other public bodies to access the contract.
The other authorities utilising the contract are
Wakefield MBC
Kirklees MBC
Calderdale MBC
Hull City
Lambeth LBC
London Development Agency
The figures provided are estimated annual figures for spend based on the
spend through the contract,
Not all the authorities have a 12 month record through the contract.
Wakefield -£3.5 million per annum
Kirklees- £4.0 million
Calderdale- £2.75 million
Hull City- Agreement to disclose has been sought but not yet forthcoming.
Lambeth LBC - Agreement to disclose has been sought but not yet
forthcoming.
London Development Agency- Agreement to disclose has been sought but not
yet forthcoming.
6. Included in your response please can you attach a copy
of the contract for the management/provision of the supply of temporary
between Barnsley Metropolitan Borough Council and the party/organisation
the contract was let to
