Dear Sir or Madam,
Under the terms of the Freedom of Information Act 2000, I
respectfully request that you provide the following items of
information:
1) Where the LA is responsible for this matter, what is the LA's
policy on the timing of issuing contracts to teachers new to
Warwickshire?
2) Between what dates were contracts issued to teachers who began
new posts in Warwickshire in September 2008?
3) What costs are incurred by Voluntary Aided schools in
Warwickshire who ask the Local Authority to manage their payroll
and contracts?
4) In Voluntary Aided schools, who is responsible for determining
the pay progression of a teacher?

Thank you for your request for information which I acknowledge was
received by the County Council on 17th February 2009.
Your request is currently being considered. If the County Council is able
to provide you with the information you have requested, then under the
Freedom Of Information Act you are entitled to receive it within 20
working days.
For your information, the FOI Act defines a number of exemptions which may
prevent release of some or all of the information you have requested. The
County Council will assess your information request in light of the
exemptions. If exemptions do apply, then the County Council may decide
not to release all, or part, of the information you have requested. I
shall inform you if this is the case, and advise you of your rights of
appeal.
If the information you request contains reference to a third party then
they may be consulted prior to a decision being taken by the County
Council as to whether to release the information to you. You will be kept
informed if this is the case.
Any information provided to you would ordinarily be provided to you as an
email, in normal font size. If you require an alternative format, e.g. in
a different language, or in audio, large print, etc. then please let me
know.
The County Council will not charge a fee to provide you with the
information you have requested, provided the cost of dealing with your
request is less than £450. If it appears likely that your request will
cost more than £450 to deal with then I will write to you again asking if
you are willing to pay the fees incurred, and setting out clearly what
those fees will be, in accordance with the FOI Act.

FREEDOM OF INFORMATION ACT 2000 - Teachers - issuing contracts / costs
incurred by voluntary aided schools etc
Your request for information has now been considered. The information you
have requested is enclosed below:
1) Warwickshire County Council has a Service Level Agreement (SLA) with
all schools who procure HR and Payroll Services. In line with this SLA we
attempt to provide contracts to all appropriate staff within 8 weeks of
their start date.
2) We do not specifically record when contracts are issued, but instead
place these on the Personnel File once completed and issued to the
employee. Therefore, it is not possible to produce a report on this
without extensive review of personnel files, which would cost in excess of
the statutory level for FOI enquiries.
3) The cost of the HR and Payroll Service to Schools is dependent on many
factors including the type of school and the number of pupils. The prices
for the financial year 2008/09 ranged from £902 up to a maximum of
£10,675. These cost include personnel and payroll advice plus HR Advice.
The pricing structure that is used to charge schools applies to all
schools - there is no differential in the application of this structure of
charges for VA schools.
4) The process for determining pay progression within a VA School is no
different to that of a maintained school and is governed by The Education
( School Teacher Performance Management ) (England) Regulations 2008 and
the School Teachers Pay and Conditions Document. However, it is for the
Relevant Body ( either the governing body or pay committee) to consider
recommendations and make decisions about pay.
