Regarding Contract 72 - Centurion Close Decent Homes Project

I am a resident of Centurion close London N7

Please can you supply answers for the following questions
regarding the estate in which I reside, this information
would be for the entire estate of 1-114, Centurion Close
and 115-135 Roman Way a total of 135 properties.

In accord with Mulalleys Newsletter January 2011 Issue 8 I note
that all internal works are declared complete, therefore:

1. How many properties were surveyed with subsequent
contracts in force between Mulalleys and HFI, with
Mulalleys to carry out works under the Decent Homes
Project

2. How many have been completed to date, 27/1/2011

3. Are any internal works still in progress

4. How many have over run their schedule

5. How many properties have NOT been surveyed to date

6a. Have any properties been refused by Mulalleys without
having been surveyed

6b. Have any properties been refused by HFI without
having been surveyed

6c. Please give the reasons for their refusal individually

7a. Have any properties that HAVE been surveyed subsequently
been refused by Mulalleys to carry out or complete works
under the Decent Homes Programme

I would like to apologise for the delay in sending you a response to this
request. This was due to a misunderstanding between staff that your
information request had already been responded to when, in fact, it
hadn't. Please be assured that we have clarified our process around
responding to FOI requests as a result. I can now provide you with a
response to your request.

renewal; WC renewal; central heating renewal; electrical rewires and an
electrical upgrade.

4. The average completion for the full internal works scope has been 19
days. This is 1 day short of the four working weeks we advise residents
and 11 days short of the overall 6 week period advised to residents.

There are 73 properties outstanding from the whole project and these are,
in general, due to long term access issues surrounding the electrical
works.

5. We have design and surveyed 247 from 261 kitchens to date. Access to
carry out all outstanding designs and surveys have been attempted a
minimum of three times.

7a. The contractors state they have not refused to carry out works to
properties that have been surveyed and found to need works undertaken.

7b. No.

7c. There are a number of properties that have not been actioned due to
residents not allowing access. These properties have been transferred for
action under other future contracts.

7d. Refusals due to not allowing electrical testing and/or rewires to
take place - 55

8. The complaints received number 7 in total.

5 relate to the window repair and decoration at Thornhill Houses

ownership by Mulalley.

10a. The remaining internal works not attended to by Mulalley are to be
transferred to another Decent Homes contract that is being undertaken by
Mulalley on behalf or HFI.

10b. Any unresolved issues will be addressed in the contract that the
above works are being transferred to.

"Dear Ross,

It is almost a month since your reply, respectfully I wish to draw
your attention to my ORIGINAL request which is VERY specific and
was quite clear at the offset as it does in fact read:

"....I am a resident of Centurion Close London N7
Please can you supply answers for the following questions regarding
the estate in which I reside, this information would be for the
entire estate of 1-114, Centurion Close and 115-135 Roman Way a
total of 135 properties."

I think it only fair to point this out as clearly attention has not
been properly paid to my request which was made almost six months
ago with several follow up requests due to lack of response and
this failing has impeded my ability to present information to area
panel meetings on behalf of residents that I represent as Chair of
my estates TRA.

The lineage of this is public and will be made available in the TRA
newsletter.

The purpose of this email notice is to be fair in re-applying my
original request and allowing you to understand the effects of such
a request not being fulfilled in reasonable time upon the residents
ie

It is not realistically possible to petition HFI or Mulalleys
regarding matters without such accurate data as they themselves
have and has already left the residents at a disadvantage.

I therefore petition you with this notice again to fully disclose
all that was was requested in my original FOI in January of this
year.

I am not looking to a slow response to this matter and will be
seeking a review of matters not least of which shall be concerning
the basic skill set of reading and responding to letters at GCSE
standard.

We apologise for the delay in responding to your clarified information
request. This was due to delays in clarifying exactly what information was
held by HFI and associated contractors.

The responses to your request with regard to only Centurion Close are as
follows:

There are currently no internal works in progress.

Assuming this question is with regard to internal works, the contractor
advises that 3 properties have overrun from the target programme of 6
weeks and that all of these are due to additional works to the original
scope or problems with access.

5. How many properties have NOT been surveyed to date?

With regard to internal works, information is in the table above. However,
there are a small number of kitchen designs completed that have
subsequently suffered from access problems and the contractor advises that
they have surveyed 49 from 61 kitchens. The contractor further advises
that all outstanding kitchen designs have been attempted a minimum of
three times.

With regard to the initial survey, primarily undertaken to define the
scope of the works against the Decent Homes criteria, there are 4
properties that have not been surveyed out of 75 tenanted properties.

6a. Have any properties been refused by Mulalleys without having been
surveyed?

There is no record of any properties being refused by Mulalley.

6b. Have any properties been refused by HFI without having been surveyed?

There is no record of any properties being refused without any survey
being undertaken.

6c. Please give the reasons for their refusal individually.

See 6b.

7a. Have any properties that HAVE been surveyed subsequently been refused
by Mulalleys to carry out or complete works under the Decent Homes
Programme?

There is no record of any properties being refused by Mulalley.

7b. Have any properties that HAVE been surveyed subsequently been refused
by HFI to carry out or complete works under the Decent Homes Programme?

Properties are surveyed and works that meet the HFI Decent Homes Criteria
are undertaken, provided access is granted by the tenant. HFI have not
refused any works that comply with the criteria unless the tenant has
refused access or legitimately declined to have works undertaken.

7c. Have any properties that have NOT been surveyed, subsequently been
refused by HFI to have any specific works carried out under the Decent
Homes Programme?

There is no record of any properties being refused.

7d. Please give the reasons for refusals individually.

N/A - see above answers.

8. How many complaints and of what nature have been lodged by residents
against Mulalleys?

Our records show that 4 complaints have been received with regards to the
contractor Mullaleys.

9. To date, how many of these complaints have been:

a. Resolved

4 resolved fully.

b. Unresolved

None.

c. Not responded to

All complaints responded to in writing.

d. Refused ownership of the complaint by Mulalleys?

No complaints were refused ownership by Mullaleys.

10. I understand from newsletter 8 that Mulalleys will be leaving shortly,

a. who will carry out the remaining works?

The remaining works are to be transferred internally to another live
Decent Homes project undertaken by Mulalley.

Properties with a record of refusals of access throughout the year
long project have been referred back to HFI to action in

accordance with HFI policies and procedures.

b. who will be resolving unresolved Mulalley issues?

The constructor advises that they are not aware of any
outstanding `issues' apart from the legacy issues which did not form part

of the original scope of the works. There is a defect liability
period of 12 months for the main works - Kitchens, bathrooms,

electrical and external works and Mulalley will deal with any
snags or defects that arise during that period. Boilers will be

attended to by Mulalley's subcontractor in the first month after
installation and by HFI Direct thereafter. Remaining works will be

attended to as part of another project as per the above answer to
10a.
