Dear British Waterways Board,
As a public authority under section 1 of the 1962 transport act, in
receipt of £90m annual grant permitted under the 1968 Transport
Act, and as a PA with a duty to uphold the requirements for
Pleasure Boats under the 1971 and 1995 BW Acts in accordance the
the Equality Act 2010 and articles 8 and 14 the 1998 Human Rights
Act, please respond to the following requests:
1. The total number of licenced Pleasure Boats on the Inland
Waterways
2. The total number of licenced Pleasure Boats on the Kennet and
Avon canal between Bath and Bradford on Avon (K&A).
3. The total number of liveaboard itinerant Pleasure Boat owners
without a permit to continuously moor along the stated stretch of
the K&A.
4. The total number of Private Pleasure Boat owners with permits to
continually moor along the K&A.
5. The total number of Pleasure Boats boats with Business Leisure
Licences along the K&A.
6. The total number of patrol notices issued to Pleasure Boats
enforcing the 'Continuous Cruising Guidance' in the last 12 months
along the K&A.
7. A break down of patrol notices issued to Pleasure Boats along
the K&A for a). Business Leisure Licences when off their home
mooring b). Pleasure Boats with mooring permits when off their home
mooring c). Itinerant boat owners with no home mooring.
This information will be useful for my Defence in live litigation
brought against me by British Waterways and is relevant to trial.

Dear Mr Davies,
I refer to my e-mail of 16 November and I respond in bold below to the
information requested in your e-mail of 15 November:-
1. The total number of licensed Pleasure Boats on the Inland
Waterways - 31,077.
2. The total number of licenced Pleasure Boats on the Kennet and Avon
canal between Bath and Bradford on Avon (K&A) - 1,282.
3. The total number of live aboard itinerant Pleasure Boat owners
without a permit to continuously moor along the stated stretch of the
K&A. We do not hold this information.
4. The total number of Private Pleasure Boat owners with permits to
continually moor along the K&A. There are currently 222 BW mooring
permits on the K&A Canal (excluding winter moorings of which there are
currently 30).
5. The total number of Pleasure Boats with Business Leisure Licences
along the K&A - 191.
6. The total number of patrol notices issued to Pleasure Boats
enforcing the 'Continuous Cruising Guidance' in the last 12 months along
the K&A. We do not hold this information.
7. A break down of patrol notices issued to Pleasure Boats along the
K&A for a). Business Leisure Licences when off their home mooring b).
Pleasure Boats with mooring permits when off their home mooring c).
Itinerant boat owners with no home mooring. We do not hold this
information.

front of a judge at Bristol County Court in September 2010 (BW v
